The Board of Trustees of the City of Newport Beach ret in regular, session at 7:30 o'cloc'{ P. ?'.. on above date. The meetin ^, ryas called to order by President -. P. Greeley. The roll eras. called as follows: Present, Trustees J. P. Greeley, J. J. Schnitker, Geo. P. Ylilson, Conrad Richter. L. S. Wilkinson, Chair vacant. Absent, Trustees Drone. The minutes of the previous meeting of October 24th were read and approved. The reports of the heads of the various departments were read., and on motion of Trustee Geo. P. Wilson seconded by Trustee J. i. Schnitker and carried, the reports vrere accepted and ordered. filed. REPORPS ON OO."— ITTEES. City Attorney Bishop reported that the bonds for building the -wharfs at Balboa were sold and he had ordered them printed, and he also 'iad the dredger bonds printed at the sane time vrhich would be a little saving to the City. On motion of Trustee J. J. Schnitker seconded by Trustee Geo. P. 'Iilson and carried, the report of the City Attorney was approved and he was cornnended for his action. The corrummnications were read and referred to the proper order of business. 1 7E.. 3UOI' E:;S. On motion of Trustee J. J. Schnitker seconded by Trustee Geo. P. Wilson, and upon call of the roll duly carried, the office of Trustee heretofore filled by L. S. Wilkinson was declared vacant on account of his resignation heretofore tendered and accepted. The roll was called as follows: Ayes, Trustees J. P. Greeley, J. J. Schnitker, Geo. P. Wilson, Conrad Richter. Noes, Trustees None. Trustee J. J. "Schnitker nominated 0. H. Burke to fill out the unexpired term of L. S. Wilkinson resigned. No other nominati appearing on motion of Trustee J. J. Schnitker seconded by Trustee Geo. P. Wilson and carried, the nominations were closed. A ballot was taken and 0. H. Burke received the unanimous vote of the four remaining members of the Board and was declared duly elected to fill the unexpired term of L. S. Wilkinson. P,4r. Burke was then given the oath of office by Levi H. Walla and assumed the duties of Trustee of the City of Newport Beach. President Greeley then appointed Mr. Burke as a member'of the Finance Committee and Chairman of.the Fire & Water Committee. The communication from Bent Bros. in regard to closing up Central Avenue was taken up, and Trustee Geo.. P. Wilson stated he had taken the matter up with them and they were going to keep the street open with a single track and would bridge across where they have to dig up for the laterals. On motion of Trustee J. J. Schnitker seconded by Trustee Geo P. Wilson and carried, the application of H. H. More for transfer of his Dairy license No. 140 to Fred N. Best, was granted. The communication from E. T. Grua asking that dredging be dome in front of Block C Newport Bay Tract was discussed, and on motion of Trustee Geo. P. Wilson seconded by Trustee J. J. Schnitker and carried, the Clerk was instructed to notify him to present his petition in proper form and signed by a majority of the property owners. No action was taken on the communication from Thos. Haverty Co. explaining the slow progress of the sewer work. The application of Lewis A. Kirkpatrick for the position of City Publicity Agent was discussed, and on motion of Trustee J. J. Schnitker seconded by Trustee Geo. P. Wilson and carried, the matter 462 was referred to a Committee of the Whole to meet at some future time when notice will be given. Treasurer Lew H. Wallace brought up the matter of the Citys apportionment of the expense of the County investigation of the Engineers office which was divided up among the Chambers of Commerce) of the different Cities of the County, and our proportion was $15.001 for each Chamber of Commerce or a total of $30.00, which he thought could be taken out of the Advertising and Promotion fund. ' City Attorney Bishop voiced his disapproval.as he did not think It could properly be taken out of that fund, and the matter was there- fore left with the Chambers of Commerce to settle. i On motion of Trustee J. J. Schnitker seconded by Trustee Geo. P. Wilson and carried, that demands No. 249 to 366 inclusive having been signed and approved by the Finance Committee, be allowed and warrants drawn for same. The matter of the Dredging bonder for Municipal Improvement District No. 1 came up for discussion, and City* Attorney Bishop stated that the proceedings had been approved by Gibson, Dunn & Crutcher and the bonds were printed and ready for immediate delivery On motion of Trustee J. J. Schnitker seconded by Trustee O.H. Burke and carried, the bonds were to be readvertised for sale, the bids. to be opened two weeks from tonight November 21, 1921. Trustee Richter referred to the Yacht Club Regatta coming her next summer, and presented a petition for a bond election to dredge more anchoring ground for the fleet. The same was discussed at length and on motion of Trustee Schnitker seconded by Trustee Wilson and carried, the petition was placed in the hands of the City Attorn for correction and inspection and return to Trustee Richter for circulation. The recommendation of F. L. Rinehart for layinj*.some new pipe lines on Newport Heights, was taken up and on motion of Trustee Schnitker seconded by Trustee Wilson and carried, the Gas Department was instructed to advertise for bids for the amount of pipe necessar; to make the extensions as suggested. The City lighting system was taken up and discussed, and President Greeley reported having a meeting with the Edison Co. Officials in reference\to the extension of. lights on Newport Heights, and changing the city lights from the multiple system to the serial system. Nothing definite developed however except that Mr. Champioz of the Edison Co. agreed to submit figures for the cost of extending a line from the old glass factory to Newport Heights instead of bringing it from Costa Mesa. On motion of Trustee Schnitker seconded by Trustee Wilson and carried, the matter of renewing portions of the lighting system was placed in the hands of the Committee of the.Whole with the City Electrician to investigate. Harbor Master Beek referred in his report to Section 6 of- Ordinance No. 180 which provides that the Board of Trustees is to define a course over which trials of speed may be held, and asked that such a course be laid out. On motion of Trustee Schnitker seconded.by Trustee Richter and upon calling the roll, duly carried, it was by the Board of Trustees of the City of Newport Beach resolved as follows: RESOLVED, that pursuant to the authority vested in it by Section 6 of Ordinance No. 180 of the City of Newport Beach, the Board of Trustees there6f do hereby prescribe and define the herein- after stated certain course over and along which launches and other small crafts may be operated in trials of speed at a greater rate of speed than ten (10) nautical miles per hour on such days and between such hours, in the day as may be prescribed by the Harbor Master. C 0 U R S E. Starting at the junction of the city and county channels at a point between Garnet Street, Balboa Island and Adams Street, Balboa, thence eastward through the county channel to the junction of the _, CNZ/A 463 city and county channels and the easterly end of the Bay, thence westerly through the city channel along the south shore of the Bay to the starting point, thence westerly through the county channel to the turning basin near the Newport bridge, thence easterly to starting point. On motion of Trustee Richter seconded by Trustee Schnitker an carried, it was decided that for racing days the speed boats be allowed to use the county and city channels both, but for trying out ' the speed of the boats only the county channel be used. On motion of Trustee Schnitker seconded by Trustee Wilson and carried, the meeting adjourned to 7:30 o'clock P. M. on Monday, November 14, 1931. City Hall, Newport Beach, November 14, 1921. The Board of Trustees of the City of Newport Beach met in ' adjourned session at 7:30 o'clock P. M. on above date. The meeting was called to order by President J. P. Greeley. The roll was called as follows: Present, Trustees Greeley, Schnitker, Wilson, Bur}#e. Absent, Trustee Richter. The minutes of the previous meeting were read and approved. The communication from Mrs. J. A. Woods protesting against th sewer being placed in the street instead of in the alley by her property, and also protesting against the employment of foreign labo on the sewer, was read, and the Clerk was instructed to notify her that the Board can make no changes in the sewer.plans now. UNFINISHED BUSINESS. This being the first Monday and the regular meeting of the Board of Trustees of the City of Newport Beach next after the 7th day of November, 1921, on which date there was held the special election in said City for the submission to the qualified electors; thereof the proposition of incurring a bonded indebtedness in the sum of J80,000.00 for the completion of the municipal water works of the City of Newport Beach, and the returns of said special election having been filed with the Clerk, the Board of Trustees of the City of Newport Beach ordered said returns opened and proceeded to canvas the same and from said canvass find as follows.: ' Total votes cast for and against the proposition in special election precinct No. 1, 67 Total votes cast YES and in favor of the proposition, 62 Total votes cast NO and against the proposition, - - - 5 Total votes cast for and against the proposition in special election precinct No. 2, - - - - - - - - - - - - 110 Total votes cast YES and in favor of the proposition, 103. Total votes cast NO and against the proposition, - - - 7 Total votes cast in the City of.Newport Beach for and against the proposition, - - - - - - - - - - - - - - - - - 177 Total votes cast YES and in favor of the proposition, 165 Total votes cast NO and against the proposition, - - - 12
