Wallace re- presenting the First National Bank of Newport Beach offered to take i the bonds at par and accrued interest providing the City would get a written opinion on the proceedings from Gibson, Dunn and Crutcher. On motion of Trustee Richter seconded by Trustee Burke and carried, the City Attorney was instructed to get the written opinion of the above attorneys for the Bank at the City's expense. On motion of Trustee Wilson seconded by Trustee Burke and carried, the City Clerk was instructed to advertise for bids on the $80,000.00 water completion bond issue. Trustee Richter stated the garbage truck was about worn out and should be replaced with a new one. The matter was discussed then referred to the Street Committee to report on at the next meeting. On motion of Trustee Burke seconded by Trustee Wilson and i carried, the Street Superintendent was authorized to hire a man to drive the nails doom in the board sidewalk in both ends of town if needed. T. A. Robinson stated that he thought for the safety of the; children the City should see that the board sidewalk on the ocean i front was completed from Newport Beach to the schoolhouse, and from East Newport up to the schoolhouse. The matter was discussed and on motion of Trustee Richter seconded by Trustee Wilson and carried, the City Engineer was instructed to furnish the City Attorney with the proper data so that he can start proceedings for an assessment district for the building of the board sidewalk as indicated. On motion of Trustee Burke seconded by Trustee Wilson and carried, the meeting adjourned to 7:30 o'clock P. M. on Monday, November 28, 1921. Attest: City Cler . City Hall, Newport Beach, Nov. 28, 1921. The Board of Trustees of the City of Newport Beach met in adjourned session at 7:30 o'clock P. M. on above date. The meeting was called to order by President J. P. Greeley. The roll was called as follows: Present, Trustees Greeley, Schnitker, Wilson, Richter and Burke. Absent, Trustees None. The minutes of the previous meeting were read and approved. The report of the Street Committee on a new garbage truck was read and on.motion of Trustee Schnitker seconded by Trustee Wilson and carried, the Clerk was instructed to advertise for bids on a new garbage truck. UNFINISHEDBUSINESS. RESOLUTION NO. 151. "A Resolution of the Board of Trustees of the City of Newport Beach as the legislative branch thereof,.providing for the sale of certain municipal bonds of Municipal Improvement District No. 1 of the City of Newport Beach thereof at private sale." es. n C I CN'ZA 467 On motion of Trustee Schnitker seconded by Trustee Wilson the ng Resolution was adopted by the following vote, to -wit: Ayes, Trustees Greeley, Schnitker, Wilson, Richter, Burke. Noes, Trustees None. Absent, Trustees None. City Attorney Bishop presented a letter from Gibson, Dunn & cher that they would furnish an opinion on the $12,500.00 ging bonds for $50.00. The letter was ordered filed and the Ci rney was instructed to get the Attorneys opinion on the bonds. ORDINANCE NO. 191. "An Ordinance of the City of Newport Beach requiring the owner, lessee, or occupant of buildings, grounds or lots to remove dirt or rubbish therefrom, and weeds and rank growths from any sidewalk opposite thereto; providing for the giving of notice, authorizing the removal or destruction of any dirt, rubbish, weeds and rank growths by the Street Superintendent on default of such owner, lessee or occupant, making the cost thereof a lien upon such buildings, grounds or lots, providing a procedure for doing the same, making the failure of the owner, lessee or occupant of such buildin grounds or lots to remove dirt, rubbish, weeds and rank growths. a misdemeanor, and providing a penalty for all violations of this Ordinance." was taken up for final action, read and considered, the was called and Ordinance No. 191 was passed by the following to -wit: Ayes, Trustees Greeley, Schnitker, Wilson, Richter and Burke. Noes, Trustees None. Absent, Trustees None. Chairman Greeley reported that the Committee of the Whole would recommend that we enter into a contract with Wayne Goble as ;Publicity- Promotion Agent for six months from the expiration of the last contract, namely Nov. 1, 1921. On motion of Trustee Richter seconded by Trustee Burke and carried, the Board of Trustees endorsed the report;of the Committee of the Whole, Mr. Goble to proceed along the lines laid down by the Board of Trustees. Chairman Greeley reported an interview with the Pacific Ran for the purchase of more land near the pumping plant, and was iced a communication from them in a few days. On motion of Trustee Schnitker seconded by Trustee Wilson carried, the Committee was authorized to sign up an option for purchase of the land. On motion of Trustee Wilson seconded by Trustee Schnitker d carried, the Clerk was instructed to write to W. L. Deimling, stfict Agent of the Southern California Edison Co. in regard to e cost of furnishing lights on Newport Heighta from the glass . ctory which they promised to send us some time ago. No action was taken on the suggestion of Trustee Burke in to opening Ocean Avenue between 22d Street and 23d Street.
