City Hall, Newport Beach, July 16, 1923.
The Board of Trustees of the City of Newport Beach met in
regular adjourned session at 7:30 o'clock p.m. on above date. The
meeting was called to order by President J. J. Schnitker.
In the absence of the Clerk on account of sickness, Trustee
Geo. P. Wilson was appointed Clerk pro tem.
The roll was called showing the full Board present.
The minutes of June 25th, July 2d and July 9th were read
and approved.
i„r. Lew H. Wallace reported for the Committee appointed to
get prices on certain lots, that the lot owned by tars. Butterfield
could be had for y ?4,000.00. The Committee was continued.
On motion of Trustee Conrad Richter seconded by Trustee L.
S. Wilkinson and carried, the City Marshal was instructed to stop the
use of the filling station at the Newport Harbor Yacht Club until the
request of installation has been granted by the Board and the rules
and regulations complied with.
This being the day and hour set for opening bids for that
certain franchise to lay, construct, operate and maintain a system
of pipes and pipe lines over certain streets, etc., the Board in
open session prhblicly opened, examined and declared all sealed bids
which were as follows:
One bid of Thomas E9. Simmons at a cash price of 5100.00.
On motion of Trustee H. C. Sloan seconded by Trustee L. S.
Wilkinson and carried, the consideration of the bid filed by Thos.
W. Simmons was continued to the hour of 8:00 o'clock p.m. on Eonday,
July 23, 1923.
On motion of Trustee Conrad Richter seconded by Trustee L.S.
Wilkinson and carried, the Chair was instructed to appoint a Commnittee
of two members of the Board of Trustees to meet with the City Attorney
' a representative of the Patterson Lumber Company, a representative
of the Thomas W. Sinunons Oil interests and the City Engineer, to
select a dock engineer.
' The Chair appoint on the Committee Trustees H. C. Sloan and
Geo. P. Wilson.
On motion of Trustee Conrad Richter seconded by Trustee H.C.
Sloan and carried, the lease drawn for the Patterson Lumber interests
as read by the City Attorney was referred back to the City Attorney
to be put in final shape for consideration by the Board of Trustees
at the next meeting July 23, 1923.
t� The Board of Trustees filed a tentative report concerning
the division of the City of ideilrport Beach into'districts, and a
public meeting was ordered to be held thereon in the City Hall at the
hour of 8:30 o'clock p. m. on Monday, July 23, 1923, and the Clerk
was directed to give notice thereof by publishing a notice once in
-the Newport News.
On motion of Trustee L. S. Wilkinson seconded by Trustee
Geo. P. Wilson and carried, the application of Allensrrorth & Hamilton
n for a permit and license to operate a Country Store on part of Lots
9, 10 and 11 in Block 12 of Balboa Tract, was granted.
On motion of Trustee L. S. Wilkinson seconded by Trustee
Conrad Richter and carried, the application of D. H. Stuart for a
permit and license to operate a candy game on part of Lots 9. 10 and
.11 of Block 12, Balboa Tract, was granted.
' On motion of Trustee L. S. Wilkinson seconded by Trustee H.
C. Sloan and carried, the application of Mrs. S. H. Goodykoontz for
a permit and license to operate a lunch counter on part of Lots 9,
10 and 11 of Block 12, Balboa Tract, was granted.
On motion of Trustee L. S. Wilkinson seconded by Trustee Geo.
P. Nilson and carried, the application of Snoderly & Prindle for a
permit and license to operate a lunch counter on part of Lots 9,
10 and 11 in Block 12 of Balboa Tract, was granted.
On motion of Trustee L. S. Wilkinson seconded by Trustee H.
C. Sloan_ and carried, the request of Iff. L. Jordan for permission to
make a cement approach to cross sidewalk in front of Lou 17, Block 10
Pacific Electric Tract, was granted subject to the supervision and
approval of the Street Superintendent.
On motion of Trustee L. S. Wilkinson seconded by Trustee H.
C. Sloan and carried, the convnunication from I. Jacobson, proprietor
of the Balboa Furniture & Transfer Co., regarding the Union Oil Co.

loading their barges with oil and gasoline and blocking the sidewalk
with trucks, was referred to the Street Superintendent with instructions
to have the trouble rectified.
On motion of Trustee H. C. Sloan seconded by Trustee Conrad
Richter and carried, the petition signed by a large number of
citizens of the City of Newport Beach, petitioning the Board to pass
an ordinance regulating the speed of the Pacific Electric trains
within the corporate limits of the City of Newport Beach, was referred
to the City Attorney with instructions to take the matter up with
the Pacific Electric Railway Company to see if the matter could not
be adjusted satisfactorily to all parties.
On motion of Trustee L. S. Wilkinson seconded by Trustee H.
C. Sloan and carried, the petition signed by 107 citizens of the City
of Newport beach, requesting the dismissal of-J. A. Porter as an
employee of the City on the grounds of incompetency, was referred to
the Police Committee for investigation and report.
On motion of Trustee H. C. Sloan seconded by Trustee L.S.
i'Iilkinson and carried, the Mgsons were given the exclusive use of the
Council Room for Friday night, July 20,'1923.
The matter of life guards being employed by the City was
called to the attention of the Board by R. C. Bell, and the matter
was placed in the hands of the Committee of the Whole to report on
at the next meeting.
On motion of Trustee L. S. Wilkinson seconded by Trustee H.
C. Sloan and carried, the President of the Board was instructed to
interview the Clerk and see that he appointed a deputy clerk to assist
in making up the assessment roll.
On motion of Trustee H. C. Sloan seconded by Trustee L. S.
Wilkinson and carried, the meeting adjourned to 7:30 o'clock p.m.

The minutes of the previous meeting were read and approved.
The report of the Police Committee on the petition filed a
week ago and recommending that the petition be denied, was read, and
on motion of Trustee Geo. P. Wilson seconded by Trustee H. C. Sloan
the report was received, adopted and filed by the follo-ving vote:

Conrad Richter, L. S. Wilkinson.

The communications were read and referred to the proper
order of business.

City Attorney Bishop reported that he had not been able to
get a meeting with the oil pipe line interests, and on motion of Trustee
H. C. Sloan seconded by Trustee L. S. 71ilkinson and carried, further
consideration of the franchise with Thomas .. Simmons was continued
for another week.
