J. P. Greeley extended a verbal invitation for Mr. Stanton, for a representative of the City Council to meet with the State Highway Commission next Friday at 11:00 o'clock, and on motion of Councilman Ellsworth seconded by Councilman Hilmer and carried, the Mayor was instructed to represent the City Council at the meeting, and the City Engineer was also instructed to attend. On motion of Councilman Ellsworth seconded by Councilman Garfield and carried, it was ordered that a committee of the City Council be appointed to confer with the Realty Board in regard to the proposition of equalizing All property in the City of Newport Beach. ' There being no further business on motion of Councilman Claire seconded by Councilman Hilmer and carried, the meeting adjourned to 7:30 o'clock P. M. on Monday, December 21, 1931. Approved'December 21, 1931- City Clerk. or o of Newport City Hall, Newport Beach, Dec. 21, 1931. The City Council of the City of Newport Beach met in regular adjourned session at 7:30 o'clock P. M. on above date. The meeting was called to order by Mayor Johnson. The roll was called showing the full Council present. The minutes of the previous meeting of December 7th were read, corrected and approved. City Engineer Patterson reported in regard to the Bulkhead on Balboa Island, that the petition did not contain sufficient signatures to justify the City Council to go ahead with the proceedings. City Attorney Thompson reported in regard to the application of Luke Ozenne for transfer of boat license, that the license was issued for the one boat only and could not be transferred to another boat. The communications were read and acted upon as follows: The communication from L. W. Briggs setting forth the need of better garbage and trash disposal on Bay Island, and seven protests against the Garbage Reduction Plant spoken of for the Island, were taken up, and L. W. Briggs and Dr. Richter spoke of the need of a better arrangement for handling the garbage there, and thought perhaps by using larger garbage cans it could be overcome providing the Street Department could handle them. The matter was considered and on motion of Councilman Claire seconded by Councilman Hilmer and carried, all communications in regard to the subject were referred to the Street Committee and Street Supt. for a report. The communication from V. P. Smith accompanied by photographs showing the way the trees were being trimmed on Corona Del Mar, was considered, and on motion of Councilman Hilmer seconded by Councilman Garfield and carried, the matter was referred to Peterson Brothers with instructions to see that the trees are properly trimmed. The communication from the Newport - Balboa Business L'en's Assn. stating they desired to hold their boat races on January 3rd on the Balboa Course was considered, and on motion of Councilman Claire seconded by Councilman Garfield and carried, the request was allowed,and the Clerk instructed to notify the Harbor Master of the granting of the permit. On motion of Councilman Garfield seconded by Councilman Hilmer and carried, the communication from E. U. Briggs in regard to revaluing property in the City, was referred to.the City Clerk to notify him that the matter was being considered but no definite arrangements have been made as yet. On motion of Councilman Claire seconded by Councilman Hilmer and carried, several demands which had been signed and approved by the Finance Committee were allowed and warrants to be drawn for same. Councilman Ellsworth brought up the matter of leasing 200 feet of tide lands asked for a short time ago by the Newport Harbor Union High School, and on his motion seconded by Councilman Claire and carried, the City Attorney was instructed to draw up a lease with the High School for 200 feet of tide lands including the 150 feet formerly leased to the Lido Isle subdividers and 50 feet adjoining same on the west. There being no further business on motion of Councilman Claire seconded by Councilman Garfield and carried, the meeting adjourned Sine Die. n Approved January 4, 1932. S City Clerk. � J City Hall, Newport Beach, Jan. 4, 1932• The City Council of the City of Newport Beach met in regular session at 7:30 o'clock P. M. on above date. The meeting was called to order by Mayor Johnson. The roll was called showing the full Council present. The minutes of the previous meeting of December 21st were read and approved as read. The reports of the heads of departments were read, and on motion of Councilman Claire seconded by Councilman Garfield and carried, the reports were accepted and filed. Councilman Ellsworth reported in regard to the garbage on Bay Island, that the City garbage collector could take care of the garbage for them and he would so recommend. The report was therefore accepted. City Engineer Patterson reported that the photographs sent in by V. P. Smith of Corona Del Mar, covered practically all of the trees that were not properly trimmed, and those were taken care of now. The communications were read and acted upon as follows: - The communication of Ralph :I. McFadden Chairman of the Water Conservation Committee of the Orange County Farm Bureau in regard to reclaiming sewage water in Orange County, was considered, and on motion of Councilman Claire seconded by Councilman Garfield and carried, the Chair was instructed to appoint a Committee of one to attend the meeting of the Water Conservation Committee on January 14th in Room - 221 of the Court House Annex, Santa Ana, and the Clerk was instructed to notify Mr. McFadden of the representative appointed. Councilman Garfield, Chairman of the Water Committee was appointed on the Committee. On motion of Councilman Ellsworth seconded by Councilman Hilmer and carried, the communication from Giles S. Porter, Director of Public Health revoking the permit granted a year ago for sewage disposal in the Santa Ana River, was filed. The communication from G. A.. Raymer, Chairman of the President's Unemployment Relief Committee on Industries, asking cooperation in buying all materials as far as possible for improvement work, from Orange County firms,was considered, and on motion of Councilman Claire seconded by Councilman Garfield and carried, the communication was referred to the City Engineer for his information. On motion of Councilman Claire seconded by Councilman Garfield and carried, the application of R. R._ Hodgkinson, Chief of Police, for transfer of $50.50 to account No. 401 to cover the installation of a gas radiator in the jail was allowed. On motion of Councilman Claire seconded by Councilman Garfield and carried, the communication from H. E. Williamson asking a.refund of taxes on a new house under construction in West Newport which was not yet completed, although the permit was taken out in May, 1930, was considered, and on motion of Councilman Claire seconded by Councilman Garfield and carried, the matter was referred to Building Inspector Nelson to ascertain the condition of the house on the 1st of March, 1931.
