Happy Friday! Our next City Council meeting is Tuesday, March 26. The following are
items that may be of interest. As always, this is not a summary of the entire agenda,
which can be viewed here.
Study Session begins at 4:00 p.m. with two items:
• Representatives from the California Department of Food and Agriculture will
provide public advisory information regarding the Asian Citrus Psyllid (ACP) and
Huanlongbing (HLB) Disease, which has been found in Orange County and can
affect and kill citrus trees, potentially causing significant crop loss in the State.
They will also provide information on a fruit transport quarantine that is now in
place.
• Staff will provide a review of the City's Integrated Pest Management Policy, to
inform City Council and the community of the steps and procedures in place to
address pest control, such as weeds and insects, as we maintain and care for over
1,000 acres of City -owned landscape areas.
The Regular Session begins at 7:00 p.m. and the following are items of note on the
consent calendar:
• As part of the discussions at the last Council meeting on addressing homelessness
and approving a contract with City Net for homeless outreach services, the City
Council directed staff to return with the formation of a Homeless Task Force.
The proposed task force, to include two council members and seven community
members, will develop a plan to reduce or eliminate homelessness that includes:
strategies to integrate all services needed; list of community partners willing to
assist with addressing the issues; review and consider temporary housing
solutions; and develop metrics to monitor the reduction of homeless. The two
councilmembers proposed to be on the task force are Mayor Pro Tem Will O'Neill
and Council Member Brad Avery. If the task force is approved, an application
period will be opened for the seven community members in accordance with
Council policy.
• The Council Aviation Ad Hoc Committee has reviewed the structure,
membership, roles and responsibilities of the Aviation Committee and
proposes changes for City Council consideration. The changes are related to the
Committee's composition, member terms, roles and responsibilities and are
proposed to better align the Committee's structure with that of other City
boards, committees and commissions and better enable the Committee to
efficiently advise the City on its ongoing initiative to protect the quality of life in
the Newport Beach community from further adverse impacts related to JWA's
operations.
• The Compensation Plan for the City's Key and Management Group, which
includes approximately 87 positions in the confidential, supervisory, managerial
and executive classifications, is provided for public review and comment. This
group does not include employees with employment contracts: City Manager,
City Attorney, City Clerk, Police Chief and Fire Chief. The Key and Management
Group has historically closely mirrored the term and conditions set for the
Newport Beach City Employees Association and the Newport Beach Professional
and Technical Employees Association and the proposed plan follows the recently
finalized agreements with these associations. The plan will be presented for City
Council approval on April 9, 2019.
Items of note for Public Hearing and Current Business include:
• Since the appeal of the Harbor Commission's approval of the Newport Marina
reconstruction and reconfiguration was made, the applicant and appellant have
worked to resolve concerns with the project. As a result, the applicant has now
modified the project to address the concerns. Both the applicant and appellant
are supportive of the City Council modifying the Harbor Commission's decision to
include the revisions to the project.
• The new FEMA Flood Insurance Maps now in effect in the City include the
designation of a Special Flood Hazard Area (VE Zone) along the coast in West
Newport, covering 166 beachfront properties between 24th and 48th Streets.
New development within a VE Zone is required to meet FEMA design criteria,
which include elevated structures. The design criteria present a number of
conflicts with current Zoning Code and certified LCP development regulations and
procedures. Therefore, initiation of amendments to these codes is necessary.
As a reminder, public comment is welcome at the City Council meeting. The public can
comment on any item on the agenda. If you cannot attend the meeting and/or want to
