HomeMy WebLinkAbout12/22/1947 - Adjourned Regular MeetingDecember 22, 1947 The City Council of the City of Newport Beach met in regular adjourned session in the City Council Chambers at the City Hall at the hour of 4 o'clock p.m. on above date with Mayor Reed presiding. The roll was called, the following Councilmen answering present: Allen, Isbell, Robertson, Siler, Reed. The Mayor asked if any of the Councilmen or anyone in the audience wished the minutes of the previous meeting, or any part thereof read; no one responded and the reading of the minutes was dispensed with. Regular order of business On motion'of Councilman Allen,.seconded by Councilman changed to consider hearing Robertson and carried, the regular order of business was on the assessment for certain changed in order to take up the matter of the hearing on improvements on Balboa Island. the assessment for certain improvements on Balboa Island. MINUTES OF THE HEARING ON THE, ASSESSMENT FOR CERTAIN IMPROVEMENTS IN SECTIONS 1 to 5 INCLUSIVE, BALBOA ISLAND AND TRACT N0. 742. The Clerk advised the City Council that this was the time and place fixed pursuant to statute and notice given for the hearing in the matter of the assessment for the construction of certain improvements in the alleys and streets in Sections 1 to 5 inclusive, Balboa Island and Tract No. 742, as contemplated in Resolution of Intention No. 3279, adopted by the City Council on the 4th day of February, 1946. The Clerk also informed the said City Council the affidavits of the mailing, posting and publications of the Notice of filing Assessment were on file in his office, and that thirteen written appeals Written objections received. or objections had been filed in his office prior to the day set for the hearing, by Balboa Island Taxpayer's Assn. Loud The Mayor then asked if there were any interested persons present desiring to be heard in the above mentioned matter. The following persons offered verbal protests: Oral protests heard. Broeing Mrs. Stewart Last Assessment and diagram All interested persons having been given full opportunity confirmed and approved for to show cause why said assessment should not be confirmed and improvements on Balboa Tsl,2nd. all objections presented having been heard and fully considered, whereupon it was moved by Councilman Allen, that all objections, both written and oral, be and the same are hereby overruled and denied, and that the assessment and. diagram be confirmed and approved and that the superintendent of streets shall forthwith attach a warrant to said assessment bearing the date of this order of the City Council, which motion was seconded by Councilman Siler and carried by the following vote, to wit: AYES, COUNCILMEN: Allen, Sil�r, Isbell, Reed NOES, COUNCILMAN: Robertson ABSENT, COUNCILMEN: None ,. Regular order of business On motion of Councilman Allen, seconded by Cduncilman resumed. Siler and carried, the regular order of business was resumed. REPORTS OF SPECIAL COMMITTEES: None REPORTS OF STANDING COMMITTEES: None COMMUNICATIONS Apkn. of Bayview Lumber Co. The application of Bayview Lumber Company for a for underground storage, approved. permit to install underground storage for the handling of petroleum products,having been approved by the Fire Department, was on motion of Councilman Allen seconded by Councilman Siler and carried, granted. 7 1 L The application of "enry G. Decking andEdward A Kincaid for a license to operate a Taxi Service to be purchased from Geral D. Krauthremer and Edwin A. Mohr, was on motion of Council- man Allen, seconded by Councilman Siler and carried, referred to the Chief of Police for report and recommendation. The application of Edward Savin for a license to operate a Taxi Service to be purchased from George Nehring was on motion of Councilman Allen, seconded by Councilman Siler and carried, referred to theChief of Police for recommendation and report. The communication from the Orange County Traffic Committee requesting the opinion of the City Council as to whether 15th Street should be made a 'Stop' Street, was on motion of Councilman Robertson, seconded by Councilman Isbell and carrieq, referred to the Police Department. The application of W. J. Carden for permission to place a coin operated telescope on the Newport and Balboa piers on a percentage basis, was on motion of Councilman Isbell, seconded by Councilman Siler and carried, granted. The request of the merchants on Ocean Front in Newport for a donation of 435.00 to d &ay the expense of the music furnished in connection with the City Christmas display was on motion of Councilman Robertson, seconded by Councilman Allen approved by the following vote, to wit: AYES, COUNCILMEN: Allen, Isbell, Robertson, Siler, Reed NOES, COUNCILMEN: None ABSENT, COUNCILMEN: None The request of Street Superintendent Covert for the promotion of Haines B. Freeland from a laborer at the rate of 4163.00 to Truck Driver at the rateof 4171.00 effective December 1, 1947 was on motion of Councilman Allen, seconded by Councilman Isbell, granted by the following vote, to wit: AYES, COUNCILMEN: Allen, Isbell,.Robertson, Siler, Reed NOES, COUNCILMEN: None ABSENT, COUNCILMEN: None The appointment of Robert Marsh Carter and DeVotus L. Pearson as Merchant Patrolmen was on motion of Councilman Isbell seconded by Councilman Allen and carried, confirmed. City Engineer Webb reporting on the bids submitted at the last meeting of the City Council for the furnishing of 7250 feet of 24 inch pipe for replacement of water mains recommended that due to earlier delivery the award be made to the American Concrete and Steel Pipe Company and on motion of Councilman Isbell, seconded by Councilman Robertson the recommendation of the City Engineer was approved andthe bid of American Concrete and Steel Pipe Company was accepted by the following roll call vote, to wit: AYES, COUNCILMEN: Allen, Isbell, Robertson, Siler, Reed NOES, COUNCILMEN: None ABSENT, COUNCILMEN: None ADJOURNMENT On motion of Councilman Allen, seconded by Councilman Siler and carried, an adjournment was taken to 10 A.
