Roll Call.
Mayor Hirth opened the continued public hearing in con-
nection with the proposed annual Budget as prepared by
the City Manager for the fiscal year 1970 -71.
The Price Waterhouse & Co. Salary and Benefit Survey
was discussed.
The Memorandum of Understanding between the City of
Newport Beach, the Newport Beach City Employees
Association, the Newport Beach Police Employees
Association, and the Newport Beach Fire Fighters Associ-
ation was discussed.
The following people spoke from the audience: Phillip
Bowers, NBCEA Representative; Personnel Officer
Darlene Brown; Fire Captain John Kratz; and William
Bock, Manager of the City of Newport Beach's Price
Waterhouse Study.
It was agreed that the Memorandum of Agreement be
accepted with the exception of Article VIII, Section 4
"Performance- Education Plan" and Article IX "Mid -Year
Salary Adjustment", and it was agreed that the Newport
Beach City Employees Association's representative and
the City Manager would come back with amended wording
of those two articles.
The meeting was adjourned at 1 :15 P. M. to 7:30 P. M. ,
