PRIORITIES AND POTENTIAL FUTURE INITIATIVES (ATTACHMENT 2) Recommended Action: Discuss the current priorities of BVAC, as well as any potential future initiatives. If there is a sense that the BVAC work program is largely complete, then consider sunsetting the Committee in advance of its December 31, 2020 term expiration. City Traffic Engineer Tony Brine advised that he forwarded Mr. Ouzounian's email to the junior guards, who indicated they would address the issue. Staff observed the crossing guards via camera the following day and found no issues. Assistant City Engineer Mike Sinacori advised that the Balboa Island crosswalk is the first of its kind in the City, but it could be used in the Village. Chair Dixon noted City Traffic Engineer Brine accomplished, almost overnight, the striping of a new crosswalk on Palm Street at the ferry. Associate Planner Ben Zdeba provided pamphlets regarding the trolley and swag bags for meeting attendees. Kelly Carlson related that customers informed her that an individual in the trolley parking lot had been assisting motorists with parking. The customers assumed the individual was a trolley employee, but the individual had nothing to identify himself as a trolley employee. Chair Dixon reported the trolley employees wear matching clothing, but they do not have name badges. Chair Dixon and Ms. Carlson shared positive comments regarding the trolley. W.R. DCldine requested an update regarding the Balboa Theater. At the Mithrush building, work got underway, but has since stopped. Community Development Director Seimone Jurjis advised that the developer is preparing construction documents. An application may be submitted to the City by the end of the year. If all goes well, the City may issue a permit in early 2020. 3 Balboa Village Advisory Committee July 17, 2019 Draft Minutes Page 2 III. ITEMS FOR REVIEW MINUTES OF MAY 15, 2019 Recommended Action: Approve May 15, 2019 Minutes MOTION: A motion was made by Committee Member Dove, seconded by Committee Member Oakes, to approve the minutes of the May 15, 2019 meeting as presented. The motion passed unanimously. WAYFINDING SIGNAGE UPDATE Recommended Action: No Action Required City Traffic Engineer Brine reported five wayfinding signs and four kiosks will be installed in Balboa Village. The signs will be royal blue with the Balboa Village logo and simple messages and arrows. This should be the final Committee review of signage if everyone is happy with the approach, signs, locations, and kiosks. The wayfinding signage will probably be installed in the fall. In response to questions, City Traffic Engineer Brine indicated the kiosk maps will have a "you are here" point. The kiosk signs will be as damage- and graffiti -proof as possible. The budget will cover duplicate signage to replace damaged signs as needed. The kiosks are not double -sided. The gray box on the side of the kiosk will hold brochures. The arrow pointing north is located in the bottom right corner of the map. The Committee has not discussed printing the signage in different languages, but it is a visual map rather than written directions. Street lighting is sufficient to illuminate the signage. Extraneous signage will be removed. Mr. Ouzounian noted blue street signs are missing on Palm and Washington. By acclamation, the Committee approved the proposed wayfinding signage. MASTER PLAN IMPLEMENTATION MATRIX REVIEW Recommended Action: No Action Required Associate Planner Zdeba reported all items in the matrix have been addressed with the exception of the three items that were eliminated. In reply to questions, Associate Planner Zdeba advised that $60,000 in uncommitted funding remains in the commercial facade improvement program. Some applications for part of the $60,000 have been submitted, but they are not complete. More than $100,000 has been expended for facade improvements. The improvements help to further the theme for Balboa Village as eclectic nautical. Community Development Director Jurjis indicated staff could advertise the facade improvement program again. Historically, the City of Newport Beach has adopted design guidelines rather than strict design standards. Through the General Plan Update process, the community can indicate its preference for design standards. Deputy Community Development Director Campbell added that design guidelines are applicable to Balboa Village. If a proposed project is antithetical to the design guidelines, staff will not support the project. The parking pricing strategies were changed in 2016. The City Council adopted the parking management plan through a Code Amendment for Balboa Village, but the plan is pending before the Coastal Commission. The Coastal Commission recently indicated a decision will be made in approximately a year. Staff can 4 Balboa Village Advisory Committee July 17, 2019 Draft Minutes Page 3 waive parking requirements under a Coastal Development Permit, but staff has received only one inquiry in the prior four years regarding a waiver. An employee parking permit program has been implemented. Associate Planner Zdeba informed the Committee that staff responds to inquiries from prospective tenants, as tenant attraction is not a formal program. The Balboa Village Merchants Association is working on special events. Assistant City Engineer Sinacori related that a few things remain to complete in the streetscape project. Ms. Carlson commented that the Balboa Village Merchants Association has one special event, decorating for Christmas. She expressed concern that Main Street is dirty, and goods spill from the shops along Main Street. The Committee has made progress in improving Balboa Village, but small pockets of dirt remain. People have trampled the new plants. RV parking remains a problem. Committee Member Dove remarked that parking requirements have long prevented developers from demolishing existing buildings to construct new ones. On the other hand, changing the character of Balboa Village through new construction may not be desirable either. Committee Member Stratton related that he will likely support sunsetting the Balboa Village Advisory Committee as most of the strategic items are complete. He was pleased with the improvements made in the last five years. IV.
