CLARIFICATION OF ITEMS ON THE CONSENT CALENDAR. In response to Council Member Daigle regarding item #5, General Services Director Harmon . confirmed that residents can get commercial bins. In response to Council Member Webb pertaining to item #11, City Manager Bludau stated that the opposition letter to AB 1355 will be sent to other coastal cities to give them an opportunity to look at it. Council Member Henn wanted clarification on the $2000 difference in item #7. Public Works Director Badum said he will look at the report and clarify the correct amount at the regular meeting. 2. NEW FIRE TRUCK SPECIFICATIONS. Using a PowerPoint presentation, Chief Lewis provided the staff report. He explained the difference between an engine and a truck. Mayor Rosansky joined the meeting at 4:06 p.m. Chief Lewis noted the collaborative effort with General Services and the working relationship with American LaFrance. Chief Lewis provided the background and the condition of the City's fleet. He provided information on the location of the trucks at Station 2 on 32nd Street and Station 3 at Fashion Island and the response times and how they are taken into consideration when developing the specifications. He reviewed the truck specifications and explained the justification behind them. He noted the importance of the equipment stored in the compartments of the truck, the truck responsibilities, and the aerial operations. He also noted the use of the truck for ventilation purposes, vehicle extrication and stabilization, forcible entry, trench rescue, shoring, and explosions. In response to Mayor Pro Tem Selich, Chief Lewis said the truck being replaced is 13 years old, and typically the trucks are driven under 10,000 miles per year. Engineer Jeff Bogin explained that the issues with the suspension and drive shafts on the trucks and the downtime to fix these problems are the reasons a reserve truck is needed. The reserve truck will be housed at the new fire station (Station 7). City Manager Bludau indicated that at some point the Council still needs to address whether the trucks have 3 or 4 persons on them. In response to Council Member Webb, General Services Director Harmon indicated that this purchase does not impact the City's ability to replace other departmental equipment in the next year. 3. PLANNING DEPARTMENT WEBSITE PRESENTATION. Dan Campagnolo, GIS Analyst, Planning Department, provided the Council with a presentation showing the changes made to the Planning Department web page. He said that the contents were reorganized and explained the location of the most used items. He showcased the improvements to the current case log and noted that the information is updated in real time since it is linked to the Permits Plus program. He indicated that currently he verifies that the information is getting updated, however, the information is automatically generated. He explained the search features available for staff and the public. He noted that the site is currently under development and explained some of the future enhancements. He noted that applicants can monitor their plan check status online and further pointed out that the GIS maps are accessible online and can be downloaded free in pdf format, as well as an interactive map. He explained the different layers of maps that are available online. He noted that when the public accesses the interactive maps, they receive a tutorial on how to use the system. Council Member Daigle commented that a vision of the General Plan is for responsive government and this meets that objective. PUBLIC COMMENTS - None ADJOURNMENT - 4A5 pan.
