One the decisions you are being asked to make on Tuesday, while seemingly routine in our current circumstances, will have very important consequences for the future health and well-being of our city. You will be selecting one of three qualified Planning Commission candidates. The appointee will most likely serve out their term working through a General Plan update, including the 2021 updates to the Housing, Land Use, and Circulation Elements to achieve compliance with our RHNA allocation. There is no more qualified candidate than Debbie Stevens, specifically for this moment in time. Her professional background and skills set her apart from other candidates, making her a valuable asset for the Planning Commission and what they will be called on to do in the coming four years. Debbie's profession immerses her in general plans, environmental impact studies, CEQA law and governmental agencies. Her client stakeholders range from cities and businesses to individuals, providing her with valuable experience in assessing their diverse needs and desires and balancing those with current regulations and laws. Within her own community, she served on committees focused on planning (EQAC, GPUAC, HEAC). She has been President of the Corona del Mar Residents Association for the past two years, keeping her finger on the pulse of the community, being responsive to their concerns while encouraging them to get involved and informed on important city objectives. As a Planning Commissioner, Debbie hits the ground running on Day 1. Her professional skills and expertise make her uniquely qualified for this position, even more so now as we face the question of higher density housing and what that means in light of what we're learning today about the spread of infectious diseases. I hope you'll agree that as a Council and as a city, we need Debbie Stevens now on our Planning Commission. I urge you to appoint Debbie to the Planning Commission. Thank you for your consideration and for your service to our community. To the City Council: I am writing in support of Debbie Stevens' appointment to the NB Planning Commission. served with Debbie Stevens on several Boards, including EQAC and CcIMRA. She will contribute to the General Plan process as an expert and community Leader. EQAC - As EQAC members, in 2000s, we reviewed EIRs for many projects, including General Plan, the NB Civic Center and the HOAG agreement. Debbie shared her professional experience in Air quality measurement and mitigation, and review of EIRs, CEQA and working with government agencies selflessly. She is always able to draw on her deep knowledge to explain concepts and stakeholder roles, in terms that a layperson and an expert can appreciate and integrate into their analysis. CcIMRA - I've worked with Debbie on CcIMRA since 2010s. As President and Vice President, she has been a valuable resource on every project, and demonstrated outstanding leadership. Every board and community member she interfaces with appreciates and respects her contributions. Equally important, she maintains her cool and sense of humor throughout complex discussions! Debbie Stevens is an outstanding choice and I encourage you to appoint her to the Planning Commission. I have been honored to know Ms. Stevens and done business with her for more than a decade: • During the time of her service on the Environmental Quality Affairs Committee (EQAC) I represented both Cannery Lofts and St. Andrews Presbyterian Church who's CEQA documents were caref ul ly reviewed by Ms. Stevens and the committee. I am also a member of the Corona del Mar Residents Association where Ms. Stevens is an able and hard- working leader • She was a conscientious member of the newest General Plan Update Committee until the committee's work was put on hold. We look forward to working with Ms. Stevens and her colleagues on the Housing Element Update Advisory Committee when the committee hopefully opens for business on July 01. Ms. Stevens is a well-educated, well informed, community minded civic leader who would be a great addition to the Commission.
