RECOMMENDATION: a) Determine this action is exempt from the California Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) and 15060(c)(3) of the CEQA Guidelines because this action will not result in a physical change to the environment, directly or indirectly; and b) Approve Budget Amendment No. 21-013 to increase revenue estimates by $88,000 in Account 0106051-511085 (Library Foundation Donations) and to increase expenditure estimates by the same amount in Division 0106051 (Library Foundation) and Division 01060604 (Literacy Services). FUNDING REQUIREMENTS: The proposed Budget Amendment increases revenue estimates by $88,000 from the Newport Beach Public Library Foundation and authorizes $88,000 in increased expenditure appropriations. DISCUSSION: A donation from the Newport Beach Public Library Foundation in the amount of $88,000 is intended to fund library materials and programs on the Library's Wish List for FY 2020- 21, which was approved by the Board of Library Trustees. These funds will be distributed in four quarterly allocations: September 2020 (Attachment A), December 2020, March 2021 and June 2021. The Newport Beach Public Library Foundation funds valuable library resources, programs and cutting-edge library enhancements that help patrons explore new ideas, improve their lives and enjoy the opportunities our community has to offer. The donation will augment the Library's electronic collections for use at all locations. The funds will enhance the Library's eBranch with their continued support of Kanopy's streaming film service, RBdigital and Flipster digital magazines and Overdrive downloadable eBooks and audiobooks. The funding will also be used to support the Library's Literacy Program. ENVIRONMENTAL REVIEW: Staff recommends the City Council find this action is not subject to the California Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical change in the environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential for resulting in physical change to the environment, directly or indirectly. NOTICING: The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item).
