Guidelines for Approval of Alternate Materials Design and Methods of Construction
Basis For Approval
For the Chief Building Official and Fire Code Official or their designated agent to approve a request for modification
or a request for alternate material or method of construction, he/she must determine that special, individual reasons
exist that make compliance with the strict letter of the Code impractical and that equivalency is provided. The
resulting condition must be in conformance with the spirit and purpose of the Code provisions involved and that such
modification does not lessen fire protection, structural integrity dr occupant safety. The applicant must provide
sufficient information with this application to allow the above evaluation to be made.
Requirements for Submittals
The applicant design professional shall prepare a Written Report that describes the alternate proposal along with the
applicable data listed below:
• State specific code provisions for which alternative is requested and why request is being submitted.
• Describe by code section those provisions for which alternative is desired.
• Compare the proposed alternative versus the code requirements in terms of structural strength, suitability,
effectiveness, fire resistance, safety and health impacts affecting the building or user of the building.
• Demonstrate that the proposed alternative is compatible with balance of code requirements.
• When applicable, specify how authoritative consensus document(s) are used to substantiate proposal.
(Reference draft ICC Building Performance Code Commentary Section 1.4.2.3 for background information).
• Provide assumptions, references, and documentation of evaluation methods utilized. This includes intended
use, input data, anticipated outputs, and limitations of computer models and other analytical tools or methods.
• Specify when and where special inspection and testing are required and the standards of acceptance for
demonstrating compliance. Show how the proposed alternate, if accepted, will be identified on the job site.
• Where land use restrictions and building setbacks are required, deed restrictions may be an appropriate method
to ensure continued compliance.
• State how and where alternate proposal is incorporated within construction plans and prepare plan amendments
as necessary. The design professional has the responsibility to coordinate all construction documents and
ensure compatibility between documents.
• The report and design documents shall be dated, signed and stamped by the design professional according to
the plan submittal procedure.
• For alternate methods of design requests, the applicant shall set performance criteria for his design.
Performance criteria- shall be reviewed,, amended and approved by the Building or Fire Code Official prior to
start of design.
Alternative Design Review/Verification
The Chief Building Official or Fire Code Official has the responsibility to review design submittals for compliance to
the adopted codes and procedures. If the Building or Fire Code Official does not have the expertise on staff to
make a thorough and competent review, the Building or Fire Code Official shall select a consultant that possesses
the necessary qualifications to perform a third -party or peer review. Cost of peer review shall be paid by applicant to
the Building Division prior to commencing the review.
• Verify that all applicable information and justifications listed above as requirements for submittals is received and
verify that evaluation and design methods used by designer are appropriate to the alternative proposed.
• Verify products are being used in accordance with their listing conditions as required by recognized listing
agencies. If not available, require documentation and/or testing to demonstrate compliance with intent of code
and intended use.
• Evaluate performance of material and possible flaws that could affect performance of material in its installed
state.
• The reviewer shall document that the submittal has been reviewed and accepted as meeting the alternative
materials, design and methods of construction provisions of the code. If the Building or Fire Code Official is not
satisfied that the applicant has met the conditions, the request should be denied in writing with the applicable
reason(s).
Inspection/Field Verification
The alternate proposal as approved in the construction documents must be verified by inspection, and, where
necessary, testing as follows:
• To verify that alternate materials, systems and fabricated products comply with accepted design criteria and the
manufacturer's and engineer's installation procedures, inspectors should check product labeling, certification,
quality assurance processes, and testing, as applicable.
• When appropriate, an approved third party quality assurance inspection and testing service may be required for
continuous and complex inspection and testing activities. This is intended to verify that construction complies
with the code and the approved plans.
Information on Procedure for Appeal from a Determination or Action by the Chief Building Official or
Fire Code Official
Appeal from the determination or action of the Chief Building Official or Fire Code Official or their designated agent
may be made to the Building and Fire Board of Appeals. To appeal, the applicant must provide special individual
reasons that make compliance with the strict letter of the Code impractical. Appeals or ratifications pertaining to
State Disabled Access Standards require complete evidence to substantiate that the proposed design is equivalent
to that prescribed by that standards or that due to legal or physical constraints, compliance with the standards or
providing equivalency would create an unreasonable hardship.
Appeals must be submitted on the Appeal Form available at Permit Counter accompanied by the proper fee. You
will be notified in writing of the appeal hearing's time and date.

The material must be mixed using a slow speed mixer
whereby the powder should be added in portions to the
mixing liquid.
Mix one 55 lb bag of KOSTER NB 1 Grey with one of
the following:
- 6.5 qt of water plus 2 qt of KOSTER SIB Bonding
Emulsion or
- 8.5 qt of water
The addition of KOSTER SIB Bonding Emulsion to the
mixing liquid raises the ability of the material to retain
water and prevents a premature drying of the coating in
cases of unfavorable weather conditions (warm, dry,
windy).
When used in drinking water reservoirs only the addition
of 8.5 qt of water to each 55 lb bag of KOSTER NB 1
Grey is permitted. The addition of KOSTER SB-Bonding
Emulsion will negate the Drinking Water Certification.
For negative side waterproofing applications, do not add
KOSTER SB Bonding Emulsion into the mixing liquid of
the first coat. They can be added into the mixing liquid
for the second coat.
Application
The material is applied in at least two coats with a brush
or a suitable spraying device. Make sure the coating is
not exposed to heat, frost and/or strong wind during the
application and for at least 24 hours afterwords. The
material should be brushed vertically and horizontally to
work it into the substrate.
Application Examples:
Highly effective waterproofing with bituminous
building materials.
When applying a combined waterproofing system made
of KOSTER NB 1 Grey and bituminous coatings
(KOSTER Deuxan or KOSTER KBE Liquid Film),
KOSTER NB I Grey can be applied directly to a void
free masonry with flush -filled joints. After a curing time of
24 hours, the bituminous coating is brushed, troweled or
sprayed on. The substrate preparation with KOSTER NB
1 Grey increases the safety of the system significantly. It
is an additional waterproofing layer. It prevents lateral
movement of water and at the same time it functions as
a negative side waterproofing during the construction
phase.
Neaative side waterproofing in case of repair of
widespread moisture penetration
Active leaks and water weeping down the wall can be
stopped with KOSTER KID 2. Brittle and loose material
has to be cleaned out of joints and joints have to be
repointed with KOSTER Repair Mortar Plus. After a
waiting time of approx. 2 hours, the surface to be sealed
must be primed with KOSTER Polysil TG 500
(Coverage: min. 340 ft2/gal, in case of strongly
absorbent substrates up to 160 W/gal). After a waiting
time of 30 minutes, the first coat of KOSTER NB 1 Grey
is applied (Coverage: 0.3 Ib/ft2). When the first coat of
KOSTER NB 1 Grey has set sufficiently so that it is not
damaged by the application of a second coat, a second
coat of KOSTER NB 1 Grey is applied (Coverage: 0.3
Ib/ft2).
Allow KOSTER NB 1 Grey to cure for a minimum period
of 48 hours on positive side and 4 days on negative side
before exposing it to water pressure.
A minimum of 0.5 Ib/ft2 will be required for most
applications. However, on dense, smooth formed
concrete (positive side only) a 0.25 Ib/ft2 application may
be adequate (consult with manufacturer).
If brush applied at 0.5 Ib/ft2, 2 coats will be necessary
(0.25 pounds each). One 55 pound bag will cover
approximately 110 ft2 based on 0.5 lb/ft'. Make sure
KOSTER NB 1 Grey is applied evenly, leaving no areas
void.

Seal Boss

SealBoss 1510 Applications
SealBoss® 1510 Water Stop Foam for infiltrating water:
• Defective Concrete (Cracked or Honeycombed)
• Concrete Construction joints & Cracks
• Brick Construction, Geo Formations
• Pipe Intrusions
• Waste Water Tanks, Water Reservoirs
• Tunnels, Dams, Soil Stabilization
• Sewers, Manholes, Utility Boxes
Product Description
SealBoss® 1510 Water Stop Foam mixed with SealBoss®
I5x Accelerator is a hydrophobic water -activated, (hydro -
active), watercut-off grout and foam seal grout based on a MDI
polyurethane. The resin is 100% solventfree and 100%solids.
The gel -time of the product is adjustable by the mandatory
adding of a certain percentage of SealBoss" 15x Accelerator. A
phthalate free formulation (F) is available. SealBoss- 1510 Water
Stop Foam is NSF/ANSI 61 Drinking Water Contact Approved.
Upon contact with water SealBoss" 1510 Water Stop Foam reacts
to a semi flexible foam while expanding its volume 30 to 40.
times based on accelerator concentration. The cured material
is of a constant volume. Since water is not a component of the
foam structure, the cured material is essentially not effected
by water or dryness. The reacted material essentially does
not shrink or swell.
Depending on the amount of accelerator added and the pressure
of injection, SealBoss- 1510 Water Stop Foam reacts to a dense,
closed cell, semi rigid material ora more open cell, semi flexible
product. For best waterproofing results the closed cell structure
is desired. SealBoss" 1510 Water Stop Foam is designed for
sealing water leaks and cutting off gushing water. Due to the
low viscosity of the material, SealBoss' 1510 Water Stop Foam
offers good penetration in hairline crack injection. The product
can be used for the filling of voids, cracks and honeycombing
in stone or concrete structures, and can be applied as a non -
shrink, high strength soil stabilization grout when used with
a reduced accelerator ratio. The moisture content of the soil
must be suff'cientto ensure reaction. To achieve mostsatisfying
and permanent results in certain applications, a combination
of SealBoss'' 1510 Water Stop Foam with other systems of our
product line may be advised. Ask your SealBoss0' technician
for details. The product is for professional use.
Installation Guidelines
SealBoss`-^ 1510 Water Stop Foam and the SealBossx 15X
Accelerator are supplied separately to allow adjustment of
gel -time. It is mandatory to add 15X Accelerator to ensure
a complete reaction as designed. A higher percentage of
Accelerator added will increase reactive speed, expansion
volume and will lower the density of the product accordingly.
The accelerator system offers a very flexible range of
reactive properties, gel -time and expansion rate which
make this product extremely versatile for many applications.
Since the end product is of cellular structure, a higher density
is favored for best waterproofing properties. Recommended

SealBossc 1510 Water Stop Foam Advantages:
• Advanced Formulation
• Up to 40 Times Expansion
• SealBossO Product -Pump -Packer System Solution
• Unregulated For Transport
• Advanced Solvent Free MDI Formulation
• This Product is for Professional Use
mix ratios are between 3% and 10% of Accelerator added. In
situations of high water flow rates and /or low temperatures,
ratios may be increased to 25%. For hairline crack injection
and soil stabilization ratios may be lowered to less than 5%.
Observe temperature and humidity of the environment, since
both determine the pot -life of the premixed batch. Do not mix
more material than the amount that will be pumped within
reasonable time. Rule of thumb: High temperatures and high
humidity decreased gel -time.
Seal Boss` 1510 Water Stop Foam reacts with the moisture in the
structure and does not need large amounts of water to react.
Simultaneous injection of water is typically not necessary. Ifthe
area of application seems to be completely dry, pre -injection
of water may be recommended in some circumstances.
All equipment, pumps and hoses must be dry. Avoid moisture
contact with the mixture to prevent premature reaction. If
product foams while pumping, immediately shut down the
machine and flush with a cleanerto avoid built up and clogging
of the equipment.
Maintenance of Equipment
Tools and equipment must be cleaned immediately after use.
Remove all excess product. Cured product is hard to remove.
SealBoss® R70 Pump Flush is a solvent free, non-flammable
cleaner, lubricator, pump and hose conditioner. Please refer to
the product data sheet for detailed information.
