I hereby certify that:
(1) 1 am a professional appropriately licensed in the State of California to provide
professional landscape design services.
(2) The landscape project for the property located at

(3) The landscaping for the identified property has been installed in substantial
conformance with the approved Landscape Documentation Package and complies with
the requirements of the City of Newport Beach Water Efficient Landscape Ordinance
(Municipal Code Section 14.17) and the City of Newport Beach Standards for
Implementation of the City of Newport Beach Water Efficient Landscape Ordinance for
the efficient use of water in the landscape.
(4) The following elements are attached hereto:
a. Irrigation scheduling parameters used to set the controller;
b. Landscape and irrigation maintenance schedule;
c. Irrigation audit report; and
d. Soil analysis report, if not submitted with Landscape Documentation Package,
and documentation verifying implementation of the soil report
recommendations.

All of the hydrozones on the irrigation systems were evaluated with a visual inspection. As per your request,
we evaluated the irrigation systems in accordance with the California Model Water Efficient Landscape
Ordinance (MWELO).
SUMMARY
This audit was conducted to inspect the overall site irrigation systems within the limits of construction. The
irrigation systems are new systems utilizing POTABLE water.
IRRIGATION PLANS:
Each hydrozone identified on the plans were executed in the field, (Total valve gty.10). Each system layout,
components and functionality have met all the requirements of the Irrigation Plans.
MWELO:
The California Model Water Efficient Landscape Ordinance has been adopted bythe City as the standard for
new construction and irrigation installations based on AB1881.

The overhead spray lawn areas were operational with the controller, low efficiency nozzles installed and a 24"
drip line buffer edge adjacent to paving. Since the dripline is subterranean and the planting material is already
installed and would be damaged if the dripline were unearthed, a drip catch can test was not performed. In
lieu of the catch can test, the standard 90% efficiency for pressure compensating drip & low -flow irrigation per
the Irrigation Assoc ation's Landscape Irrigation Auditor, 3rd edition book was used for the report.

Dear Mr. Rucker:
In accordance with the request of your contractor, this final soils report has been prepared to
address geotechnical observations and testing performed since completion of rough grading. This
report addresses requested observations and testing. Copies of our daily reports are maintained in
our files.
FOUNDATION EXCAVATIONS
The foundation excavations for the residence were observed on October 20, 2022. The
foundation excavations were found to be acceptable at the time of our final observations.
INTERIOR SLAB SUBGRADE AND TRENCH BACKFILLS
The interior slab subgrade was observed on October 26, 2022 and November 2, 2022. Probing
and testing of the interior residential slab area indicated acceptable geotechnical conditions for
support of the proposed slab at the time of our observation.
POOL EXCAVATION
The pool bottom foundation excavation was observed on July 6, 2023. The pool bottom was
excavated into competent native material. The foundation excavation for the pool was found to
be acceptable at the time of our observation.

HARDSCAPE
The hardscape subgrade for the front entry, garage approach, covered rear patio, and
northwestern side walkway areas were observed on October 2, 2023. Probing and testing of the
requested hardscape area subgrades indicated acceptable geotechnical conditions for support of
the proposed hardscape.
OPINION
It is opinion of COAST GEOTECHNICAL, INC. that the summarized geotechnical conditions
approved by this office are in compliance with approved geotechnical reports and Newport
Beach building codes. The final grades appear to conform to approved plans.
