The following email exchange is related to the correspondence included in the May BVAC agenda
packet and is attached for your reference. This email will also added the on -line agenda

Thanks for your interest Laura. Yes, there are people who are opposed to the RP3. No matter
how good the cause there are always naysayers. Christ could come tomorrow and there'd be
some who would be against it. Most of the opposition is lack of understanding or mis-
information. There are some who are just against more government.
Re: Michelle Silver's letter.
1. Guest parking in the evening or overnight would be handled by easily going online and
requesting a guest permit which could be printed out and put on the guest car. Maybe a
dollar charge or nothing.
2. If she uses her garage she doesn't need to buy a permit.
3. The whole idea of the RP3 is to re- direct long term visitors (Catalina Flier people,
fishermen) to appropriate parking lots that are available close -by.
4. That plus re- directing the late night bar crowd (drunken people) out of our neighborhoods
5. We are also attempting to re- direct employees parking in our neighborhood.
6. It wouldn't work for all areas of NB because most areas don't have convenient public
parking nearby.
7 Re: Glennon Gray's letter, the number of permits is almost irrelevant. A permit doesn't
guarantee a parking space. The RP3 merely free up more on- street spaces by moving visitors
and employees to appropriate public lots.
With the RP3 we are attempting to free up on- street spaces for residents and their guests in
the evening.
The proposed RP3 fees are not set in concrete and still open to discussion. By coordinating
all of the parking venues in and around the Balboa Village we will make our neighborhood a
better, place to live.
