Accept the withdrawal of the low bid from Universal Pipeline Inc., because of a mathematical error. 3. Award Contract No. 3360 to the second low bidder, A.D. General Engineering, with a bid of $267,311.00, and authorize the Mayor and the City Clerk to execute the contract. 4. Establish an amount of $25,000.00 to cover the cost of unforeseen work. The contractor showed a unit value of $35.74 per linear foot but it should have been a unit value of $53.74 per linear foot. The contractor requests his bid be withdrawn. (See attached letter). The second low bid amount is 23 percent below the Engineer's Estimate of $343,000.00. The second low bidder, A.D. General Engineering Inc., possesses a General Engineering Contractor's "A" license as required by the project specifications. A.D. General Engineering has satisfactorily completed similar projects for other agencies. This project calls for the replacement of 1500 feet of deteriorating 16 -inch cement mortar and coated (CMCL) steel water main that was installed in 1975. The project replacement pipe will be 16 -inch PVC pipe. The project location is the easterly bike lane on Jamboree Road between Camelback Street and University Drive. There have been six excavations south of Camelback Street along the easterly side of Jamboree Road to repair joint failures. The line has been shut down since last spring when it was determined several joints between Camelback Street and University Drive showed signs of failure. In addition to the work on Jamboree Road, this project will replace two 16 -inch valves and one 12 -inch valve located at the intersection University Drive and La Vida. These valves leaked when used to shut down the main on Jamboree Road and the University Drive main located just east of La Vida. There are sufficient funds available in the Water Transmission Main Replacement Capital Improvement Account No. 7501- C5500386 for the required $292,311.00 project. The project should take approximately two months to complete and during most of that time the bike and curb lanes will be closed to allow for the construction.
