HomeMy WebLinkAbout06 - BA-021 - FY 2001-02 NPDES ProgramITEM 6 TO: Members of the Newport Beach City Council FROM: Dave Kiff, Assistant City Manager SUBJECT: Budget Amendment for FY 2001 -02 NPDES Program RECOMMENDED Approve Budget Amendment #_ increasing the City's contribution to the ACTION: County of Orange's NPDES administration by $16,291.14 from $20,000 to $36,291.14. BRIEF SUMMARY: Cities are directed to control nmoff entering storm drain systems (called Municipal Separate Storm Sewer Systems or "MS4s ") so that the nmoff does not hurt water quality at the end of the systems. Newport Beach has more than 104 miles of MS4s that enter Newport Bay or the Pacific Ocean at about 212 locations. A 5 -year permit (Municipal Permit) issued by the California Regional Water Quality Control Board, Santa Ana Region (Regional Board) regulates the discharge of runoff out of a city's storm drain system. On December 19, 2001, the Regional Board will likely adopt a new 5 -year permit (through 2006) for the City, the County, and 24 other co- permittee cities. The permit tells us how to limit urban runoff, enforce and report violations, educate residents and businesses, and to stay in compliance with the Permit. The County of Orange is the lead permittee for the Permit. The City, as a co- permittee, contracts with the County to administer the regional aspects of the NPDES program, including report compilation, administration, training, and education. Even though the new permit has not yet been adopted, we know that it will be more expensive to administer than the current permit. As such, the City's allocation of $20,000 for FY 2001 -02 is too small. Our share of the County's lead permittee expenses (driven by a watershed acreage -based formula) will be $16,291.14 more (for a total of $36,291.14). This agenda item asks that the Council approve the Budget Amendment (see Appendix A) appropriating another $16,291.14 to the City's Capital Improvement Program (CIP) for FY 2001 -02 NPDES program administration.
