CALL TO ORDER 6:00 P.M.
CLOSED SESSION
PLEDGE OF ALLEGIANCE
ROLL CALL Commissioners Don Lawrenz, Marshall Duffield, Vincent Valdes, Doug West, and
Duncan McIntosh were present. Commissioners Karen Rhine and Ralph Rodheim
were absent.

MINUTES Commissioner West made a motion to approve the minutes from August 11, 2010.
Commissioner Valdes seconded. All ayes. Minutes approved.

No public comments.
ACTION & APPEAL ITEMS
ITEM #1
Subject: 2010 -2011 Harbor Commission Task List
Issue: The Harbor Commission is requested to approve the 2010 -2011 Task List as
previously reviewed at the Harbor Commission Study Session on August 4, 2010.
Discussion: Commissioner West thought that Section 2.0 was too aggressive. He suggested
the assigned group come back to the Commission in November 2010 with an
interim report and a determination of issues. A full report might be ready by
February 2011.
In order to prepare for the joint Planning Commission and Harbor Commission
meeting, Commissioner Valdes requested a map showing where all of the
exceptions in the harbor were per Council Policy H -1.
Public Comments:
Action: Commissioner Valdes made a motion to approve the Task List with the
aforementioned change to Section 2.C. Commissioner McIntosh seconded. All
ayes. Motion passed.
ITEM #2
Subject: Vital Services on the Water— Subcommittee Formation
Issue: The City Council has requested the Harbor Commission to form a subcommittee
which will produce a report that examines the vital, on- the -water services which
must remain viable to Newport Harbor.
Discussion: Harbor Resources Manager Miller clarified that the City Council did not make this
request. Rather, Council Liaison Gardner requested the information.

Commissioner Duffield noted that he disagreed with the term "vital' as it virtually
eliminates most existing businesses from discussion.
Public Comments:
Action: A subcommittee was formed consisting of Commissioners McIntosh, Lawrenz and
Rodheim. They will coordinate with Council Liaison Gardner and report back to
the Commission in October.
SUB - COMMITTEE REPORTS:
Commissioner Duffield reviewed the agenda for the MMPSC meeting on Thursday, September 9.
Mooring fees will be the primary topic along with signs for the new dinghy docks at the public piers.
Commissioner Lawrenz discussed the recent City Council ad hoc Committee on Harbor Fees meeting
with the mooring folks.
HARBOR RESOURCES UPDATE — Chris gave a PowerPoint presentation on harbor updates. The
update is posted at http:// www .newportbeachca.govlindex.aspx ?page =462 (under Harbor
Resources Updates).
