CALL TO ORDER 6:00 P.M.
PLEDGE OF ALLEGIANCE
ROLL CALL Commissioners Don Lawrenz, Marshall Duffield, Vincent Valdes, Doug West, Karen
Rhyne, Ralph Rodheim and Duncan McIntosh were present.
Council Liaison: Nancy Gardner
Staff: Manager Chris Miller
MINUTES October 2010 minutes were not available for approval.
PUBLIC COMMENTS ON NON - AGENDA ITEMS
No public comments.
ACTION & APPEAL ITEMS
None.
SUB - COMMITTEE REPORTS:
Mooring Masterplan Subcommittee:
Commissioner Duffield suggested to 'sunset' the MMPSC due to a lack of attendance at the last meeting.
He suggested a new subcommittee be formed that will look at other mooring configurations etc...
Commissioner Rodheim supported the idea. Commissioner Duffield made a motion and Commissioner
Rodheim seconded. Motion passed all ayes.
Code Enforcement Subcommittee:
Commissioner West reviewed some items that he felt the subcommittee should work on. See attached
handout. Council Liaison Gardner suggested that the duties and responsibilities of the Harbor
Commission be agendized first in the near future.
Overhang Subcommittee:
Commissioner Rodheim said this would be discussed at the November 23 Study Session.
Visioning Subcommittee:
Commissioner Duffield will meet with incoming Council Member Rush Hill to discuss potential uses of the
Lower Castaways.
COUNCIL LIAISON REPORT
Council Liaison Gardner reported on the mooring issues presented at the November 9, 2010 Study
Session. She thought the tone was very good, but the goals and background was lacking. She will be
asking questions when this is brought to Council.
She also said that Council will have a priority setting session in January, and she'll bring the essential
harbor list to that planning session.

HARBOR RESOURCES UPDATE — Chris gave a PowerPoint presentation on harbor updates. The
update is posted at http. //www.newportbeachca.gov/ Modules /ShowDocument.aspx ?documented =9042.
RECOMMENDED TOPICS FOR FUTURE AGENDAS:
• Move anchorage to the top part of the bay
• Offshore moorings for Rhine Channel
• Lower Castaways Vision Plan
• Dinghy Dock at Lido Bridge
• Bilge /pumpout stations
PUBLIC COMMENTS
• None
DATE OF NEXT MEETING: December 8, 2010
MEETING CONTINUED:
Meeting continued until Thursday, November 18, 2011 when the Harbor Commission and the Planning
Commission have a joint meeting.
JOINT HARBOR COMMISSION / PLANNING COMMISSION MEETING
Commissioners Duffield gave a presentation on zoning issues along the waterfront properties, and
Commissioner Lawrenz gave a presentation on various harbor issues including harbor lines and overhang.
