Ex- Officio members present: Ronald A. Whitley, Director Jack Brooks, Parks Supt. Student Representatives: Alanso, Kravitz, Simoni, Evans, I. Swan, Kovach, Lindsay The minutes of the May 6, 1980 meeting were reviewed. It was moved by Commissioner Ross that the minutes be approved. Motion carried. Student Representatives from Corona del Mar have been ap- pointed by that school. They are Mark Evans and Scott Swan. II. RECOMMENDATIONS FOR ACTION: Item 4 The Commission is concerned with safety measures being taken in regard to roller skaters at the Balboa Pier. A letter from Commissioner Ammerman states that many of the skaters are reckless and engage in dangerous activi- ties such as barrel jumping, speed skating and obstacle courses on the sidewalks directly next to the pfe'r.% Scott Holford of Oceanfront Wheel Works spoke to the Commission about the safety of cyclists, walkers and skaters getting into the traffic lanes between his shop at 105 Main Street, Balboa,and Peninsula Park. His sugges- tion was to install bott dotts (raised ceramic discs) which would make it unlikely for pedestirans and others to use the area where they were installed. He also dis- cussed the fact that there are street lights out in this area which is also a safety hazard. A copy of Mr. Holford's letter outlining the problems was forwarded to the City Attorney's Office prior to this meeting for his comments. That office has indicated they would work with anybody involved. Concerning the street lights, the Utilities Department indicates that this matter is on their list as a priority Item; however this area is going through a major conversion to a type of bulb that would be energy saving and'use less kilowatts. Considerable discussion developed concerning previous effor in regard to this matter and how to initiate safety mea- sures for this summer. -Page One- INDEX Student Rep- resentatives Roller Skat- ing at Balboa Pier CITY OF NEWPORT BEACH COMMISSIONERS PARKS, BEACHES & RECREATION COMMISSION REGULAR MEETING HELD TUESDAY, 6/3/80 • °c� �s �G°'�0 �� CITY C60:30IP.MHAMBERS MOTION: X Commissioner Ammerman moved as follows: Ayes: x x x x x x x That the problem of establishing priorities for wheel vehicles and pedestrians be assigned on an urgent basis to the Ocean Front General Plan Sub - committee with a view toward establishing suitable warning to be conveyed by skate rental businesses and including suitable regulation of the ocean front boardwalk itself. Motion carried unanimously. MOTION: X It was further moved by Commissioner Green: Ayes: xxxxxxx That the Commission recommend to the appropriate body that as an interim measure, bott dots be installed appropriately at the foot of the Balboa Pier and the agency that is re- sponsible consult with the Parks, Beaches and Recreation Department as to the placement of the bott dots. RECOMMENDATIONS: Item 4 1/2 - STUDY SESSION • The Commission discussed a possible Agenda for the June 23 half -hour study session with the City Council'. Since the time allowed is so brief, it was determined that the em- phasis would be on improving communications and discus- sing ways in which we can do that. Further, a park tour will be planned, including a picnic, in order that new an old council members alike may per- sonally view the problems that exist. Chairman Winburn suggested we define our Gommts§ton`s role, its capacity and potential, in light of,the present budget restrictions. Dr. Green suggested that at least one studen representative attend the study session, and that all be invited to attend the bus tour and picnic. Director Whitley will write a memo;- to each Council Member, requesting input from them as to what they would like to learn from the Commission at the meeting, and further ask- ing them if the half -hour study session is productive to them. Mr. Whitley will also forward a proposed''4genda to each Commission member for their review, comments and addi- tions before the June 23rd study session. III. III. (Continued...) Item #7 and 8 Mr. Whitley informed the Commission that the additional tree trimmers and related equipment necessary were denied for this coming year's budget. All members of the Commis- sion are concerned with this deletion and will bring this matter to the attention of the Council at the study session Item #10 It was noted that the Summer Recreation Program signups are well underway and attendance appears to be up from last year at this point. Item #12 The Litter Control Committee is planning for a weekend in June for emphasis on litter control. 'A poster contest is being held in the local schools; prizes will be awarde Item #13 "Gingerbread Lady" is in the second week of production in the Theatre Arts Center. Attendance has been good and the play excellent. IV. •INFORMATIONAL REPORTS... Item #15 Mr. Whitley informed the commission that at a recent City Council meeting, the Counci•1 voted to designate the 18th and Bay location for�smal_l boat launching; this location will be open 12 months out of•the year, any time of the day. In further action, the Council approved the P.E. Right -of- Way acquisition. The State of California has accepted the City's offer and we will be acquiring it shortly. The Valentine encroachment was o.k '.d with no questions. The Humber request to remove a parkway tree which was denied by the Commission has'been appealed by Mrs. Humber. Concerning the possible land -swap with the Irvine Company,, Mr. Whitley has met,with HUD and the Irvine Company and will report back to'City Council and the City Manager.
