PROCEDURAL MATTERS Item #1 The meeting of the'Parks, Beaches and' Recreation Commission was called to order at 7:05 P.M. Item #2 x Ron Whitley explained the Commission's,policies pertaining x to excused,and non - excused absences. Stuart motioned x x Capretz be excused and that the Commission ask him if he x will be able to make a commitment to attend future Commis- sion meetings. de Boom seconded. Motion carried. Hopkins requested Capretz' excused absence be transmitted by letter to him and directed -Ron Whitley to send the communication. x x ,Stuart motioned Springer's absence be excused. Cohen x x x seconded. Unanimous. Roll call was taken. Cohen, de Boom, Hopkins, King and Stuart were present. Capretz and Springer were absent. Item #3 x x Motion was made by de Boom and seconded by Stuart to approved x x x the minutes of the July 5, 1983 meeting. Unanimous X Item #4 x x x x The agenda was adopted as presented. II. DISCUSSION ITEMS Item #5 - Council Policies Review Ron Whitley reported that this is the appropriate time for the Commission to review the City Council Policy Manual's I Series which gives the Commission direction concerning actual operations. The City Council will review this series in October. Ron Whitley reviewed each of the I Series. After discussion and questions by the Commission, the following were recommended: I -2 Item (5) - Add: A sub drip system should be installed when designing park and median landscaping. I -3 First sentence: Change 5 acres to 3 acres. Ron Whitley will refer this policy to the Planning Center to determine if there is a need for I -3. I -4 Staff will review Item (3) on Page 1 and come back with comments or a proposed change. Under C.3., add ('d) Staking. On Page 3, Item (1), change 5 acres to 3 acres. King recommended we eliminate Paseos on Page 3, Item D.5 since we no longer pursue such a system. I -5 Ron Whitley will review the Municipal Code Manual concerning Item 3 on Page 3. I -6 No change. I -7 No change. I -g No change, I -9 No change. I -10 Hopkins recommended changing the word "Councilmen" to "Council persons." I -14 Hopkins recommended changing "of five acres" to "to conform with the Parks Dedication Ordinance" in the first paragraph. I -16 No change. I -17 Ron Whitley reported that this policy has been transmitted to the Friends of OASIS for their review. He suggested changing the wording on Page 2, Item 5, under Programming - and Administration from "will-go through the Recreation Supervisorl" to "will be coordinated by the Recreation Supervisor." I -18 Cohen will deliver copies of this policy to the Friends of •the Theatre Arts Center for their review at their Board meeting,on August 3. I -19 Jack Brooks recommended,omitting "as su plied by American Landscape Supply Co. (or approved equal" on Page 3, Item C. Ron Whitley will review.Item H on Page 4 concerning VIT Co., Model 22 1p. I -20 The Arts Commission will review and provide input on this policy at their next meeting on August 11. I -21 Ron Whitley suggested changing this policy to indicate that no races will be held during the summer months defined as June 15 to September 15. He also recommended adding the sentence, "The number of races will not exceed 12 per year." CITY OF NEWPORT BEACH arks, Beaches & Recreation Commission Page 4 City Council Chambers 7 p.m. INDEX Commission Subcom= mittees Sandcastle Drive Recreation Division Park and Street Tree Division Riverside Drive Scout House Item, #6 - Commission Subcommittees Ron Whitley reviewed the role of the subcommittees listed. He noted that Capretz is interested in serving on the Ocean- front and Beach Committee. Rae Cohen asked to serve as the liaison for the Friends of the Theatre Arts Center Committee. We will need a liaison for the Friends of OASIS Committee as soon as possible. It was suggested the Tree Committee be eliminated. Hopkins recommended the Commissioners take this month to think about the areas in which they may want to become involved. Item #6.A. - Sandcastle Drive Jack Brooks gave'a brief history of the'Sandcastle Drive Eucalyptus Tree problem. He stated "that ex- Commissioner Cole and Paul Queryel of the Harbor View Hills Association recommend allowing the removal of the trees by those who want them removed, along with a gradual replacement schedule. The cost will be borne by the Homeowners Association. Jack Brooks, Rae Cohen and Mr. Queryel will make specific recom- mendations and Ron Whitley will give a complete history at the next Commission meeting on September 6. This will'be an action.item on the agenda. The homeowners will be so notified and it was suggested that a waiver or release form be implemented for each address after the recommendations are made. Removal ,and /or replacement will -be done-by independent contractor(s). III. INFORMATION•REPORTS Item #7 - Recreation Division Ron Whitley reported that Tom Line from the City of Carson has been appointed Recreation Superintendent and that we are looking forward to his coming aboard on August 15. Item #8 -•Park'and Street Tree Division No discussion. Item #9 - Riverside Drive Scout House Ron Whitley reviewed the Riverside Drive Scout House status and noted that the volunteers are doing an outstanding job in refurbishing it. When the building is completed, plaques will be presented at a Commission meeting to Brian and Bonnie Jeannette and Gail Demmer for their outstanding contribution in this endeavor. Cohen also suggested a ribbon cutting ceremony when the Scout House is completed. Hopkins gave special thanks to Jack Brooks for his time on the project. IV. Hopkins announced that on Monday, August 8, a plaque will be presented to Doug Ammerman for his valuable contribution as a Commissioner. { } Ron Whitley reported that after the City Council received the Marinapark Study - Alternate Uses report, the City-Manager and Council had a number of-questions which concerned them, however, many of these are the responsibility of other departments. They are.-also requesting a graphic showing the existing trailer park and an overlay .of other alternatives which keep approximately 75% of the trailer -park in exist- ence with less public use. V.
