PROCEDURAL MATTERS Item #1 The meeting of the Parks, Beaches-.and Recreation Commission was called to order at 7:00 P.M. Item #2 Roll call was taken. Commissioners Brenner, Herberts, Konwiser, Springer, Taft and Wolfe were present. Commissio • de Boom was absent. Lion x Item #3 conded x 2s x x K x x x Commissioner Brenner recommended that under Item #10, Commission Subcommittee Reports, Page 5, the Art in Public Places report include the following sentence: "The Commission reiterated that when they approved the concept of the project, it was with the understanding that other monies would be used." Chair Wol'fe recommended that Item #14, Basketball Court at West Newport Park, Page 7, second paragraph, the first sentence be changed to read ..... in the Daily Pilot and a brief synopsis of the Commission's responsibilities be included in the City water bills. Commissioner Konwiser moved the minutes of the April 7, 198 meeting be approved as corrected'. Seconded by Herberts. Unanimous. Item #4 The agenda was adopted as presented with the addition of Synopsis for Water Bill. • II. INDEX trees located at 821 Bellis Street and pointed out that this matter was reviewed by the Street Tree Committee of this Commission. The request was denied and, by policy, the requesting party can appeal the decision to this Commission and then to the City Council. Mr. and Mrs. Crone, the requesting parties, are present to appeal their request and answer any questions. Barbara Crone, 821 Bellis Street, addressed the Commission. Mrs. Crone referred to the two liquid amber trees in the parkway in front of their home causing problems. She stated they are causing the sidewalk and yard to raise up and the roots are intruding into their garden. Their drive- way is also cracking and there are sewer /drainage problems. -Mr. Charles Crone, 821 Bellis Street, addressed the Commission and explained their drainage problem. He also expressed their concern over the safety and liability hazards caused-by the - sidewalk elevation. • Chair Wolfe then asked each Commission member if he /she had visited the site and, if so, asked for their opinion. Commissioners Herberts ,Brenner, Konwiser, Taft and Chair Wolfe all noted they had visited the site. Commissioner Herberts•, Chair of the Street Tree Committee, reported the committee inspected the area and that she herself visited the site three different times in an effort to be fair and objective. She agreed with Street Tree -Supervisor, Robert Bailey, that the damage was minimal 'and-the raising of the sidewalk was less then 2" and had been satisfactorily repaired. The trees are healthy and well, placed and it was agreed•they be retained in accord - ance-with Council Policy I -9. Commissioner Konwiser indicated that the damage looked routine and it has not reached the seriousness other areas have. Also, considering their landscape value, Commissione Konwiser felt the trees should be retained and an effort made to minimize the problems. He commented that the rose gardens were 20 -30' away from the tree. -Commissioner Taft, who also saw the trees, concurred with Commissioner Konwiser and said that the trees were very beautiful and he felt there was no need -to take them out. • Commissioner Brenner said she visited the site and was surprised they would want to take the trees out because, in her opinion, they are the'most beautiful trees in that particular area,of the neighborhood. INDEX e_ ,X. vote against the request because there are so many more trees within the City that are causing much more severe damage. Following a brief discussion, Commissioner Konwiser moved the two parkway trees at 821 Bellis Street remain in place. If there are any problems in the City parkway area, efforts should be made by the City to correct them. Second d by Taft. Unanimous. Jack Brooks reported he will request General Services Department to repair the sidewalk and correct the drainage problem. Chair Wolfe thanked Mr. and Mrs. Crone for attending the meeting and asked Mr.-Crone what he thought of the trees. He replied'he thought they were beautiful trees and would hate to see them come out. • Item #6 - Amendment to Council'Poli•cy I -9 Adding Tree to Amendment to Council Preservation'List Policy I -9 Ron Whitley briefly reviewed the street tree amendment and Adding Tree noted that both the Public Works bepartment and the Parks, to Preserva- Beaches and Recreation Department favor the recommendations tion List as presented'. Motion x Commissioner Herberts motioned to amend Council Policy I -9 Seconded x as presented. Seconded by Brenner. During discussion Commissioner Konwiser stated he favors saving the trees located at the corner of Lindo and Bay 'Front, but not placing them on the list of Preservation of Special Trees since they do not qualify for special designation. Motion x Commissioner Taft substituted the motion to retain the Seconded x trees but not include them on the list of Preservation of Ayes x x x x x x Special Trees. Seconded by Konwiser. Unanimous. Commissioner Brenner asked Mr. Whitley if the trees would be as protected by this substitute motion as they would be by inclusion in Council Policy I -9. Discussion ensued and Chair Wolfe strongly recommended a tim period for removal of-the sign be included in the list of conditions.. Commissioner Brenner motioned to approve the recommendation for installation of the sign as presented subject to the condition that-the time limit for the sign removal be one year or within one month after the last unit is sold, which - ever comes-first. Seconded by Springer. Unanimous. Item #8 - 1987 Summer'Program Review 1987 Summer Program Moo x Mark Deven discussed and answered questions about the new Review Seconded x classes reviewed and approved-by the Recreation Program Ayes x x x x x x Subcommittee. Commissioner Brenner, Chair of the 'Recreation Programs Subcommittee, pointed outmost of the classes are offered on -the west side of the Bay since there is a lack of facilities in Corona del Mar. She suggested pursuing•usage of Oasis classrooms in order to offer more youth activities in the Corona del Mar area. Mark Deven advised he will pursue the use of specific rooms at Oasis when they are not being used by seniors and will inform the Commission of the results. Mr. Deven also re- ported that swimming will be offered this summer at Corona del Mar�High School. Commissioner Springer moved to accept the summer seasonal program as submitted. Seconded by Brenner. Unanimous. Item #9 - Liability Insurance Requirements Liability Insurance Mark Deven reported the liability insurance recommendations Requirements- - as presented were the result of an•in -depth review. The subcommittee established policies and procedures in order . to standardize the process for determining insurance require- ments. Each activity was reviewed by-the subcommittee as to risk exposure and appropriate liability insurance. Mark Deven will report at the June 2 Commission meeting the results of his discussion with the Safety and Insurance Administrator Cv-- regarding specific liability insurance requirements for CITY OF NEWPORT BEACH arks, Beaches & Recreation Commission Page 5 Citv Council Chambers 7 n_m_ INDEX groups and organizations which continually utilize facilitie or sponsor special events. Item #10 - Sports Leagues Standings Sports Leagues Motion x Mark Deven reported staff was contacted by Mr. Dave Standings Seconded x Patterson, owner of Sgt. Pepperoni's Pizza Restaurant, where Ayes x x x x x x- many players go after their games. Mr. Patterson has pro- posed supplying his restaurant letterhead for printing the sports standings. In addition, Mr. Patterson has offered to donate $500 towards offsetting the cost of awards. Mr. Dave Patterson, owner of Sgt. Pepperoni's Pizza Restaur- ant, addressed the Commission to,answer their questions. During discussion Chair Wolfe pointed out he objects to the •phrase referring to beer on the stationery. -Commissioner Konwiser motioned to approve the request by Dave Patterson provided the wording, "Cheap Pitchers for • Teams in Uniforms," be-deleted on, the stationery. Seconded by Taft. Unanimous. III. PUBLIC COMMENTS Gail Demmer, 2812 Cliff Drive, addressed the Commission on behalf of the Newport Heights Community Association. She passed out copies of a tract map showing the location of Lot 919 which is in the middle of Cliff Drive Park and presently for sale. Mrs. Demmer is requesting the City consider purchasing this property which would then connect the entire area. She also added that property is at a premium in Newport Beach and this area is filled with mature trees. Chair Wolfe advised Mrs. Demmer that the Parks, Beaches and Recreation budget has 'already been approved-by the City Manager and prioritized, and that this Commission emphasized upgrading the older parks this fiscal year. Ron Whitley advised the Commission could transmit to Council that they are considering the issue and will make a recom- mendation to add it to the budget. Commissioner Brenner expressed concern over approving things • .in concept until more details are provided. She also noted that roads, traffic problems, etc., could be-worthy of more consideration than enlarging parks at this time. 6 • .., CITY OF NEWPORT BEACH Parks, Beaches & Recreation Commission Page 6 City Council Chambers 7 P.M. INDEX Chair Wolfe advised Mrs. Demmer that the Commission cannot act upon her request at this meeting, however, he suggested the 'Commissioners look at the site and the matter will be placed on the agenda as an Action Item for their meeting on June 2, 1987. IV. DISCUSSION ITEMS Item #11 - Commission Subcommittee Reports Commissioner Taft, Chair of the Oceanfront and Beach Committee, reported they did not meet this month. He also reported the Commi'ssion's recommendation on the proposed bicycle trail was not approved by the City Council. Since the response was overwhelming in opposition to a separate trail, Council voted to repair the existing boardwalk. Commissioner Taft also reported Little Corona looks much better, however, there is still more work to be done. Commissioner Konwiser, Chair of the Park Maintenance Committ reported Bill Singer from Little League, Taylor Grant rbp- resenting soccer, the School District, Mark Deven and himsel met. The meeting was successful and they made a check list for keeping the parks safe and suitable for sports. Commissioner Taft, Chair of the Ad Hoc Committee on the Arches Coast Highway Interchange, reported there was no meeting this month. He informed the Commission that all the ramps will have to be re- configured. Commissioner Springer, Liaison to Oasis, reported the Endow- ment Committee was formed. The Pancake Breakfast will be May 9 and the Hawaiian Fiesta will be May 21. Commissioner Springer also has the balance sheet and participant figures for the Commission's information. Item 02 Letter From Newport Theatre Arts Center Ron Whitley reported the letter in the Commission's packet was for their information. Item #13 - Status of Capital Projects Mark Deven reported plan corrections for the Community Youth Center have been re- submitted to the Building Depart- ment. Documents for public bidding are being processed now. Item #14 - Annual Superstars Event Ron Whitley reported that the report on Irrelevant Week is for the Commission's information. Item #18 - Recreation Division The report was received and filed. Item #19 - Synopsis for Water Bill Chair Wolfe•asked for an update on the Commission's request to provide a synopsis on thei -r responsibilities in the City' water bill. Mark Deven reported the information has been drafted and typesetting 'is underway. Mr. Deven will send a draft to Chair Wolfe when it is completed. Chair Wolfe asked for a status report on the restrooms at the next Commission meeting. Ron Whitley replied that this is not under the auspices of this Department, however, he will get a report for submittal at the June 2 Commission meeting. Commissioner Brenner reported there are not enough trash bins on the beach. This matter will be on the agenda for June 2 and Commissioners Taft and Springer will meet in the interim. The Commission will meet June 22 with the City Council and each Commissioner will give a presentation on his /her expertise. The format will be determined at the Commission' meeting on June 2. Commissioner Springer suggested inviting the new General Services Director, David Niederhaus, to a Commission meeting. INDEX City Council Action . Dottie Flohr, Secretary • Item II CITY OF NEWPORT BEACH • Parks, Beaches and Recreation Department DATE: May 21, 1987 TO: Parks, Beaches and Recreation Commission FROM: Recreation Superintendent SUBJECT: Commission Special Recognition Award In cooperation with the Newport - Balboa Rotary Club, awards were provided to teams and individual performers at the City Track and Field Championships held April 24. Team recognition was accorded to athletes from Newport Heights Elementary School for accumulating the most points among the six competing teams. Newport Heights has already received the perpetual trophy from last year's champion, Mariners School. In the spirit of the Sister City program, the City of Okazaki provided trophies for individual participants whose all around performance merits special consideration. This year, the most valuable girls and boys athletes were Kelly Jo Swarberg� and Cory Thomas: Kelly'Jo attends Newport Heights School and Cory attends Andersen School. Y • The Commission, Newport - Balboa Rotary Club and staff congratulates these young athletes for their sportsmanship and performance. l0 Item No. 6 CITY OF NEWPORT BEACH is Parks, Beaches and Recreation Department DATE: May 20., 1987 TO: Parks, Beaches and Recreation Commission FROM: Recreation Superintendent SUBJECT: Aggregate Liability Insurance Limits Recommendation: Approve the•Aggregate Liability Insurance Limits set for continuous facility use and /or Special Events indicated on the attachment. Background: At the Commission meeting of May•5, the staff recommendation regarding the formulation of Liability Insurance Requirements was unanimously approved. Utilizing that process,'Aggregate Liability Insurance Limits have been developed for the•Commission'•s consideration. The Aggregate Limits are defined as coverage for Bodily Pnjury and Property-Damage in a specific amount . which is considered sufficient for the faci:l•ity•use and /or activity. Following Commission action, staff will contact affected organizations and review the terms and conditions-of existing Facility Use Agreements. In some cases the requirement may have—tote negotiated into a new Agreement following the expiration of the existing Agreement. Organizations which are impacted financially may appeal to the-Commission-for assistance to acquire the required insurance. If desired, the Commission may then authorize staff to study and recommend a course of action - regarding financial assistance if the activity is co- sponsored. The parcels are described for Commission consideration on the attachments. Background: At the City Council Study Session of May 11, the Council reviewed possible acquisition of three parcels for various uses. The City Council believed that before further consideration is given to these lots, an opinion or priority rating from the Parks, Beaches and•Recreation-Commission was desirable and necessary. The parcels are summarized for consideration by location, known cost, and potential uses. The attachments include information previously reviewed by the City Council. Hart, Council Member 435 Redlands Ave. Newport Beach, Ca 92663 May 5, 1987 Dear Mrs. Hart, The Board of Directors of the Newport Heights Community Association wish to call attention to the property located at 2919 Cliff Drive, Lot number 919, in the middle of the Cliff Drive Park. We are aware that this property is currently for sale,, consisting of 24,000 square feet, zoned R -1 on the Cliff Drive portion and R -3 on the lower elevation immediately behind commercially zoned property. These properties are: The Stuffed Noodle Restaurant and the Riverside Avenue Post Office. (Please see map enclosure) . It is our request that the City purchase this property at fair market value and raze the existing structure. We have been informed by our council representative, Councilwoman Evelyn Hart, that this property has been considered previously by the City of Newport Beach for acquisition, and • that other properties of equal value to the city took precedent. On behalf of the Newport Heights Community Association, we wish to request that the City Council once again consider the acquisition of this choice parcel of land located right in the middle of ,a beautiful scenic park, an a designated scenic drive and a famous landmark viewing area for all the citizens of Newport Beach and Orange County. i In addition to connecting the two areas of the park, we forsee other opportunities for community access. Suggested usages for the property are as follows: A. A city arboretum for the enjoyment of native plant and bird life. B. A designated area for wedding ceremonies which are currently taking place in our city park with or without city approval. There is another one between the driveway apron of our house and the next house at 815 Bellis St. The roots of this one are cracking our driveway, and lifting the sidewalk, and thus disrupting the way the water is supposed to drain away from the front of our house. That meeting, though brief, was extremely helpful as a sounding board for our request. 1 was very grateful to find someone who would listen to our proposal and be interested enough to give us the opportunity to voice our needs. The biggest problem with a request as small as ours, is that it is as small as it is. Southern California is experiencing a tremendous interest increase in sand volleyball. Virtually every school and student in Orc .ge and L.A. Counties has jumped an the volleyball bandwagon. • Barbara Dillard, Public Relations Director of Spalding Co.'in Reno, Nov. (manufacturer of beach volleyballs) says that Spalding has doubled its 1986 production in just 5 months of 1987. West Cossr Netting in Cucamonga. CA has a 3 month waiting list for volleyball nets. Sand volley ball players are turning up everywhere, especially at the beach, particularly our ( Colton/ Grant) beach. The reason they show up here is easily understood. The City supplies the poles. We supply the nets and maintain the courts. When the nets are up, as they always are, and since this is a public beach, anyone and everyone can place his or her name on the challenge list; grab a partner and play volleyball. Problem is that the local residents (wham have paid for the nets etc. u $160.00 ea.) don't get to play as frequently as they did when they elected to pay out $ 160.00 per court. N ow, the problem has compounded because on Good Friday of Easter Week the nets were stolen and poles were broken. The City of Newport Beach replaced the broken poles. We have replaced only the nets at Calton St. which we again leave up all the time. I have outlined below the summer schedule we follow to accomplish these functions and a brief de=- scription of how we do it. BEACH CLEANING Mechanical beach cleaners are used to clean the Newport beach and the Corona del Mar main beach. Four cleaners operate Mondays thru Fridays from 5:00 AM to 1:00 PM and two cleaners work on Saturdays from 5:00 AM to 9:00 AM. Both beaches are cleaned twice a week while the areas around the Newport Pier and the Balboa Pier are cleaned six days a week (Mondays thru Saturdays). The beach cleaners are also used to clean the 10th street and 19th street bay beaches at least once a week. • Ten Student Laborers are hired during the summer to pick litter from the ocean and bay beaches including the China Cove, Pirates Cove and Little Corona beaches. These Student Laborers use sticks with metal points in the end of them to gather litter from the beaches. They generally work in areas that are inaccessible to the mechanical beach cleaners. Their working hours are 7:00 AM to 3:30 PM Mon- days thru Fridays and from 7:00 AM to 11:00 AM on Saturdays. BEACH BINS There are 330 beach bins (3/4 cubic yard capacity) located along the entire New- port and Corona del Mar main beaches. These bins are for beach users to de- posit trash in them. The bins are emptied at least twice a week. They are emptied into a 38 cubic yard capacity frontend loading packer which we refer to as the Queen Liz. This vehicle is operated by two City employees. The driver is assisted by a Student Laborer who rides on the rear of the vehicle while it is maneuvering on the beach. The Student's job is to act as a lookout to in- sure that beach users are not endangered. The Queen Liz is operated Mondays thru Fridays from 5:00 AM to 1:00 PM and on Saturdays from 5:00 AM to 9:00 AM. CITY TRASH CANS The City trash cans located at the Newport Pier, Newport Pier parking lot, the Balboa Pier, Balboa Pier parking lot and the Washington Street and 19th street restrooms are emptied daily. They are emptied into a six cubic yard capacity loadpacker which is operated by either a permanent employee or a Student La- borer. There are also City trash cans located at the beach street ends in • West Newport, Central Newport and on the peninsula. 21 page 2 These cans are emptied into the same six cubic yard loadpacker by the same person. However, these trash cans are emptied six days a week (Mondays • thru Saturdays) instead of seven days a week. The loadpacker operates Mon- days thru Fridays from 5:00 AM to 1:00 PM and on Saturdays and Sundays from 5:00 AM to 9:00 AM. A s,imiliar vehicle operated by a permanent employee empties the trash cans at the bay street ends on Balboa Island, the Corona del Mar main beach, China Cove, Pirates Cove and Little- Corona beaches. These cans are emptied six days a week. The loadpacker operates Mondays thru Fridays from 5:00 AM to 1:00 PM and on Saturdays from 5:,00 AM to 9:00 AM. PARKING LOT SWEEPING The Newport Pier parking lot is swept by a mechanical street sweeper six days a week (Monday thru Saturdays) and the Balboa Pier and Corona del Mar main beach parking lots are swept twice a week (Mondays and Fridays). These park- ing lots are swept by the same street sweepers that sweep the streets. The sweepers work from 5:00 AM to 1:00 PM Mondays thru Fridays and from 5:00 AM to 9:00 AM on Saturdays. RESTROOM CLEANING The three full time permanent and two Saturday and Sunday part -time restroom cleaners are augmented by four Student Laborers during the summer. In addi- tion to the park restrooms, they clean and resupply the Newport Pier, Balboa Pier, 15th street, 19th street, 58th street, Corona del Mar main beach and is Little Corona restrooms. The restrooms are serviced five times a day between 7:00 AM and 8:00 PM seven days a week. Two vans, one operating on each side of Newport Bay, are used by the cleaners to carry supplies and travel between restrooms. There are usually two persons assigned to each van. • r I am currently investigating two programs that could possibly provide us with additional work crews to help clean up litter from the beaches. One program is the Juvenile Court Work Program run by the County of Orange and the other is the Vantage Foundation Program which places handicapped people who are able to work. Both of these programs are inexpensive and could be a benefit to the City. I would appreciate the identification of any eyesores within the City limits by Committee members. The sidewalk has been replaced/repaired; re- tiling for flooring and sinks and re- landscaping completed. Partitions are being re- designed and replaced. Balboa Pier - Converted dressing rooms for use as Mem's rooms. Suggestions for additional conversion to conventional restroom are under consideration. 15th-Street - Plans-for a new conventional restroom are being re- vised due to public input. Staff is considering other options, including refurbishing the existing building or construction of a new building with a similar design to the existing facility. Newport Pier, - Scheduling dependent upon finalizing a location acceptable to•various interests. Al-so subject to finalization of the Newport Pier Specific Plan. Orange Street /West Newport•- Included in the West Newport Park. construction. The restroom construction is funded through the Beach Restroom Replacement Program. Comments: Scheduling and completion of the listed projects are difficult due to design and location modifications which usually occur foll.owing public input. The Public Works Department is also aware of suggestions for additional locations applicable to replacement and /or new construction: Locations under consideration are the Santa Ana River, 58th Street, 47th Street, 32nd Street, 19th•Street at-Bay Avenue, the Wedge and Buck Gully. The summer brochure was mailed to Newport Beach-residences on May 22 with mail -in registration beginning June 5. All indications are that interest in the summer program will be high; registration was heavy during-the spring, and inquiries regarding the summer activities began two weeks ago. The tennis program received over $13;000 of revenue, and interest-in the inaugural Mayor's Cup tennis tourna- ment is encouraging. Preparation continues for the Corona del Mar 5K on June 6. More than 800 runners are registered as of May 22. Youth Activities Participants who finished first in track and .field events conducted at the City track and field meet also fared well at the County meet of May 16. Overall, Newport Beach representatives finished third as a team. The Speed Soccer program began a five week pilot program at Lincoln- gymnasium. This month finals were held on May 28 with over 30 participants. The youth activities section is also conducting interviews for summer staff positions. Soorts• and Aquatics • Competition for the largest ever spring basketball program will conclude June 1. The busy softball season began this month with classification play for 212 teams. Over $68,000 of-revenue was received from adult softball teams. Sailboarding and surfing turned out to be the most popular aquatics classes.this month. Preparation is continuing for the summer sailing program which will feature a new format emphasizing smaller, more intense classes. Seniors Community Outreach programs were initiated this month with encouraging results. Senior residents attended a legal servi-ces'lecture and blood pres'su.re tests at Mariners Park. The Center also celebrated "Fiesta Day" on May 21 with food, music and entertainment. The Friends of Oasis conducted a General Membership meeting on May 1 which included a proclamation of May as Older Americans Month. Mayor Pro -Tem Evelyn Hart presented the proclamation to Friends of Oasis President Howard Jadwin.
