Item #6 - Removed from Consent Calendar ITEMS,REMOVED FROM CONSENT CALENDAR Item #1 - Park and Tree Division • In response to a question from Commissioner Niederhaus explained that, due to budget consi second year the Department has concludes maintenance in the fall, which will commence aga year. Special event users are responsible for their Commissioner Glasgow suggested users be remin clean up after 'themselves or else their event wi regard to future use. Director Kienitz also recommended that there containers for the users. Item # 6 - Harbor View Hills Community Association and Harbof View Hills South Homeowners Association Reforestation Project Jim Wharton, 1033 Goldenrod Avenue and President of Harbor View Hills 'Community Association, addressed the Commission. Mr. Wharton requested this item be postponed in order that those who have been working on the project, who are currently on vacation, can provide input. He is specifically concerned about the money available for their project and that the progress report submitted shows that 23 trees will be removed, rather than the 90 trees originally requested. Director Niederhaus explained that it is necessary to begin the project of repairing sidewalks and removing the trees causing sidewalk damage in both the Harbor View Hills Community Association and Harbor View Hills South Homeowners Association before the rainy season begins in February. The City is pay ng for the removals which will result in the full depletion of the refore, tation fund. The reforestation agreement will remain open for cost sharing; and when the respective Associations can provide additional funds, the remaining problem trees that are not causing sidewalk damage can be removed. Mr. Wharton stated he understands the situation better and, will be in contact with Director Niederhaus. x Commissioner Compton moved to approve the progress report as x x x x x submitted. Unanimous. V. DISCUSSION ITEMS Item #7 - Review of the Communityy Services Department Policies Director Kienitz reported the Commission's calendar calls for a review of the Department's policies to begin in October. The City Council annually reviews policies in 'February. The Facility Use Policy has been transmitted to the City Attorney's office for 'review and when completed it will be submitted to the Commission for approval. Item #8 - Facility Inspections Facility Inspection Reports are due November 1, 1995. Item 09 - Joint Meeting with City of Costa Mesa Park, Recreation Facilities and Parkways Commission Vice Chair Schonlau reported the City of Costa Mesa's Commission unanimously approved a joint meeting with this Commission. The ., Y C I TY 'OP NEWPORT BEACH Parks, Beaches G & Recreation Commission October 3, 1995 Page 4 City Council Chambers. 7 p.m.__ meeting will be held on Tuesday, November 14, at 6:00 P.M. in Room 5 at the West Newport Community Center. Items that they would like to address include park security, sharing of facilities and the Cliff Drive Park restoration project. Commissioner Compton suggested, adding information on Costa Mesa's Bark Park. An agenda will be posted in accordance with The Brown Act. VI. FUTURE AGENDA ITEMS - None VII. ADJOURNMENT There being no further business, the Parks, Beaches and Recreation Commission adjourned at 7:40 P.M.
