Recommendation
To deny the appeal to retain one Fraxinus uhdei 'Tomlinson' (Tomlinson Ash) tree at 2100
Leeward Lane.
Discussion
Staff received the attached correspondence from Ms. Sandra Glaser of 2100 Leeward
Lane requesting that the one Ash tree not be removed. Additionally, staff has received
telephone calls from Mr. Mark Byers of 1839 Leeward Lane requesting that no Ash trees
be removed on Leeward Lane, since he feels the removals would change the character of
the street.
• The Urban Forester completed Tree Inspection Reports on five Ash trees (copies
attached) on the street in question, and the Park and Tree Maintenance Superintendent
concurred with the reports recommending the tree removals due to major private and
public hardscape damage. The trees cannot be retained due to the significant amount of
root mass that must be removed in the hardscape replacement process. The property
owners at 2106, 2112, 2121, and 2127 Leeward Lane concur with the tree removals. The
designated street tree replacement for this street is Eriobotrya deflexa (Bronze Loquat)
which is suitable for the parkway.
Additionally, this location was identified by the General Services Department Concrete
and Storm Drain Supervisor as a location which presents a liability to the City relative to
hardscape damage and the location has been included in the upcoming hardscape
replacement program.
In addition to Ms. Glaser and Mr. Byers, the property owners at 2106, 2112, 2121, and
2127 Leeward Lane have received a copy of this report and a notice of the September 3
Commission meeting. There is no homeowners association representing the residents in
this neighborhood.
