Discussion The Cameo Homeowners Community Association (CHCA) has submitted the attached Tree Reforestation Request form, pursuant to City Council Policy G -1 requesting the reforestation of 95 City parkway trees adjacent to their members' residences (Attachments A & B). Staff has completed and attached the Tree Inspection Reports, Tree Appraisals, area map and photographs related to each reforestation site (Attachments C, D & E). The applicant has requested the tree removals under the reforestation guidelines per the G -1 Policy. This is the first phase of reforestation for the CHCA. The Association plans future reforestation phases. The current Citywide tree trimming cycle is slightly over three years. The Association has paid for supplemental tree trimming in the CHCA areas to ensure view retention within the community. The Association now feels that supplemental trimming has become very costly and is not effective since the parkway trees are mature, grow back very quickly, and impair views in a matter of months. The applicant has met all requirements of the G -1 Policy as outlined in the attached letter dated August 25, 2004 (Attachment B). CHCA will assume the full cost of the removal and replacement of the 95 trees, a total cost of $42,800, and have properly noticed their membership of the extent of tree removals. For Tree Removal Requests Only Removal Criteria (Check one or more) Please provide copies of photos, bills, documents or any other related material that will verify the checked items. Proven and repeated history of damaging public or *private, sewers, water mains, roadways, sidewalks, curbs, walls, fences, underground utilities or foundations. For Reforestation Requests Only , .dQM� • Reforestation is the concept of systematically replacing Problem or All Other Trees which are creating hardscape and/or view problems and cannot be properly trimmed, pruned or modified to alleviate the problem(s) they create, or those which have reached their full life, and are declining in health, or are simply the wrong species of tree(s) for the planted location. As initiated by: Property Owner Community Association Other Check all items applicable: Tree(s) causing curb, gutter, sidewalk or underground utilities damage. Residential communities, neighborhoods, or business organizations who apply for reforestation must submit a petition signed by a minimum of 60% of the property owners within the area defined. ®Areas represented by a legally established community association, may submit a resolution of the Board of Directors formally requesting a reforestation. =Individual property owners must submit a petition signed by a minimum of 60% of a maximum of 30 private property owners (up to 15 contiguous private properties on both sides of the street up to 500' in either direction from the location of the proposed reforestation site) as well as the endorsement of the appropriate homeowners' association, if applicable. • *A request for reforestation requires a written agreement submitted to the Parks, Beaches, and Recreation Commission by the petitioning sponsor (Individual private property owner(s) or group) to pay 100% of the costs of the removal and replacement of the public tree(s) in advance of any removal activity. The actual removal and replanting will be coordinated by the General Services Department using the City tree maintenance contractor. *There shall be a minimum of a one - for -one replacement of all trees removed in reforestation projects. Replacement trees shall be a minimum size of 24" boxed trees and cost $195 per tree, unless the parkway space will not accommodate a 24" boxed tree or a tree cannot be planted due to planting restrictions contained in City Council Policy G -6. This form does not replace the requirements of any of the City tree policies. Its use is intended to expedite the tree removal or reforestation requests and to ensure compliance with all City requirements. Box 1768 Newport Beach, CA 92658 Re: Cameo Community Tree Reforestation Resolution Dear Dave: City trees are an important part of the character and charm of any community. Unfortunately, many of the City parkway street trees currently planted within the Cameo Shores and Cameo Highland communities have become problem trees. Many of those trees are creating hardscape and/or view problems and cannot be properly trimmed, pruned or modified to alleviate the problems they create. Other trees are in declining health or are simply the wrong species of tree planted and do not comply with the current treescape of the overall community. Therefore, on behalf of the Cameo Community Association this resolution of the Board of Directors shall serve as a formal request for reforestation of Cameo Shores and Cameo Highlands ( "Cameo "). All members of the association have been officially notified and given an appropriate opportunity to respond to the Board prior to the Board voting on this request. Cameo hereby agrees to be responsible for 100% of the cost associated with the removal and replacement of the public trees in advance of any removal activity. Cameo has designated the Hong Kong Orchid as their designated street tree throughout the community pending approval by the Parks, Beaches, and Recreation Commission on October 5, 2004. All replacement trees shall be a minimum size of 24" boxed trees. If a 24" boxed tree cannot be accommodated at a specific site than the replacement tree shall be planted in another public area of the community. There shall be a minimum of a one -to -one replacement of all trees removed within all phases of the reforestation process as outlined below. Phase One Phase One shall consist of the removal and replacement of approximately 105 trees as outlined on the attached association parcel map and directory. All of these trees are considered problem trees under the City's G -1 policy. The total cost to Cameo will be approximately $40,000. The Cameo community has set aside the funds and is prepared to disburse funds as required by the City. The Association would commence Phase One, after Commission approval. All required funds will be • submitted to the City prior to work commencing. Phase Two Phase Two will consist of the removal and replacement of approximately 35 trees and the installation of approximately 125 trees where no trees currently exist. The exact location of each tree in Phase Two has not been finalized. Cameo will submit a final location map for City approval by December, 2004. The highlighted area on the attached map outlines the affected area in Phase Two. Phase Two is scheduled to commence in conjunction with the construction of the new community entrances and sound wall along Milford Avenue scheduled for January 2005. These projects are being coordinated in conjunction with the City's Public Works Department. The total cost of reforestation will be borne by the Cameo Association. The estimated cost to Cameo will be approximately $30,000. All required funds will be submitted to the City prior to work commencing. Phase Three Phase Three of the overall reforestation program calls for additional removal and replacement of trees on an ongoing basis. The Association Board has dedicated a community reforestation fund equivalent to $20,000 annually until the entire community has been reforested. Phase Three will commence in 2006 and will continue indefinitely until the reforestation has been completed. The exact timeframe is unknown due to certain variables beyond our immediate control. • One such variable is homeowner participation. To date we have over 40 homeowners that are interested in participating in the initial reforestation process. We anticipate that as work commences in the community, many more homeowners will want to participate. As our proposal is in line with the City's G — 1 Policy please seek approval on our behalf at the October 5, 2004 Parks, Beaches, and Recreation Commission meeting. Thank you for your consideration.
