DISCUSSION: The Standard Specifications for Public Works Construction (Standard Specifications) have been written and promulgated by the American Public Works Association (APWA) and the Associated General Contractors (AGC) since 1967 for use on public works construction projects in Southern California. The Standard Specifications have now been adopted in more than 200 cities, counties, and other governmental agencies in Southern California. The Work Area Traffic Control Handbook (WATCH) has been written and promulgated by the APWA since 1971 to serve as a standard for control of traffic in work areas on public streets. It is also in widespread use throughout southern California. Every three to five years the Standard Specifications and WATCH are revised and updated. The City is currently using the 1994 Edition of the Standard Specifications. The Standard Specifications and WATCH have recently been updated and republished by Building News, Inc. of Los Angeles. The revisions are routine updating only, and will not materially alter the obligations of users such as contractors and developers. The 1997 Edition of the Standard Specifications and the 1996 WATCH will be adopted with the City Council action. Between publications of editions, the Standard Specifications may be amended by approving supplements published by Building News, Inc. Such approvals will heir keep the City abreast of the most recent changes in general provisions, construction materials and construction methods used in public works construction. Copies of the documents are available for review by interested parties in the Public Works Department. Re ctfully submitt , PUBLIC WORKS DEPARTMENT Don Webb, Director By AXW Lloy alton, P.E.
