TITLE: Cultural Arts Grants, 2015/16
ABSTRACT:
The sum of $40,000 (Cultural and Arts, City Grants Account #01060603-821006) is
provided annually for specific cultural or artistic planning or projects as approved by the
City Council. The City Arts Commission has the responsibility to review all programs
and requests for support from arts groups and make recommendations for funding to
the City Council for final approval.
RECOMMENDATION:
Approve recommended recipients for FY 2015/16 Cultural Arts Grants as selected by
the City Arts Commission in accordance with City Council Policy 1-10 — Financial
Support for Culture and the Arts.
FUNDING REQUIREMENTS:
The current adopted budget includes sufficient funding for this purchase. It will be
expensed to the City Grants account in the Cultural and Arts Department, 01060603-
821006.
DISCUSSION:
City Council Policy 1-10 recognizes the importance of promoting culture and the arts
within the City and establishes a Reserve Fund for Culture and Arts. The sum of
$40,000 is provided annually for specific cultural or artistic planning or projects as
approved by the City Council. The City Arts Commission has the responsibility to
review all programs and requests for support from arts groups and make
recommendations for funding to the City Council for final approval.

The Commission received grant proposals from ten arts groups for funding support in
fiscal year 2015/16.
Policy 1-10 defines arts groups as those involved in visual, musical, theatre, dance,
crafts, performing and literary activities. The City Arts Commission considers the
following in order of preference for granting support:
1. Local arts groups located within the City of Newport Beach and offering
programs to City residents;
2. Regional arts groups located in Orange County and offering programs to City
residents; and
3. Arts groups located in California and performing or offering programs to
City residents.
Groups not offering programs or services to local residents are not eligible
for support from the City.
Typically, the City Arts Commission grants a portion of funds back to itself to
provide for annual programs. For fiscal year 2015/16, the Arts Commission
has requested and approved $25,000 for Arts Commission programming.
After careful deliberation the following recommendations, totaling $40,000, were
approved at the City Arts Commission Meeting held on October 8, 2015:
Balboa Island Improvement Association (BIIA) $800
The Balboa Island Arts and Music Committee of the Balboa Island Improvement Association
produces quality musical events on Balboa Island and assists in promoting local and regional art
in collaboration with the Balboa Island Home Tour, Balboa Island Art Walk, and Balboa Island
Brush Off. These grant funds will be used to help promote concerts for children, residents and
visitors at St. John Vianney Chapel.
Baroque Music Festival $1,400
The mission of Baroque Music Festival, Corona del Mar is to present, for the local community,
quality Baroque music performances at affordable prices in an intimate environment. Grant
funding for 2015/16 will be used to hire additional brass and woodwinds for performances of
Bach's Brandenburg Concerto No. 1 and Henry Purcell's opera King Arthur. The grant will also
be used in part to employ a Baroque harpist for a performance by counter -tenor Dylan
Hostettor.

ExplorOcean $1,600
The mission of ExplorOcean is to inspire, educate, and engage the explorer within each child
and develop critical 21St century skills through interactive experiences centered on the seven
essential principles of ocean literacy, as formulated by a national assemblage of scientists,
policy makers, and educators. Funding for this organization will be used to continue
ExplorOcean's Maker Workshop, a STEAM (Science, Technology, Engineering, Art, and
Mathematics) -based program in which local youths, ages 8 to 18, are engaged in guided
activities and open-ended projects that develop critical 21St Century Skills that foster problem -
solving and creative thinking, and increase interest and confidence in the STEAM areas.
Festival Ballet Theatre $1,500
Since its founding in 1988, Festival Ballet Theatre (FBT) has become one of Southern
California's most vibrant and accomplished ballet companies, presenting works that epitomize
the artistry of professional ballet. FBT proposes to bring its "Ballet to Schools" program to two
Newport Beach elementary schools in December 2015. FBT dancers will perform a narrated,
abbreviated version of the Nutcracker, tailored for children ranging in age from five to fourteen.
The program coordinator and performers will then guide students through an interactive lesson
on how pantomime, music and costumes tell a story and express emotions without words.
KOCI-FM Radio $1,300
KOCI-FM, which serves the Orange County coastal communities of Newport Beach and Costa
Mesa provides a distinct and locally -based alternative to the entertainment, informational and
promotional programming that currently exists on the FM band. KOCI is specifically dedicated
to enhancing local events, activities, and interests. The grant funds will be used exclusively to
enhance and showcase local performing and fine arts events and activities, including those held
by the Newport Beach City Arts Commission.
Newport Beach Film Festival $2,750
The Newport Beach Film Festival's goal is to provide cultural enrichment, family entertainment,
and education to the residents of Newport Beach and surrounding areas through the medium of
cinema. With this funding, the Newport Beach Film Festival is planning a multi -program series,
covering several days of the Festival similar to the 2015 Seminar Series. The program will take
place during the first weekend of the Festival scheduled to be held from April 21 st-28th, 2016, at
a select location in Newport Beach.
Newport Beach Public Library Foundation $800
The Newport Beach Public Library Foundation engages the community in cultural and
intellectual adventure through their support of diverse public programs and cutting-edge Library
enhancements. The grant funds awarded to the Library Foundation will help support the
Bunnies & Books for Kids Festival 2016, part of the Making Memories for Children series, which
are curated with an intention to engage, educate, and inspire children ages 5 to 12. The series
uses an approach called "connected learning" that makes education relevant to young people
through hands-on participation.

Newport Mesa Unified School District $2,400
Newport Mesa is a public school district that provides quality instruction in all areas, including
arts, for students from K to 12. The grant funds will be used by the District to transport students
at Harbor View Elementary by bus to visit and tour the Newport Beach Sculpture Exhibition in
Civic Center Park.
Orange County Museum of Art $1,000
The mission of Orange County Museum of Art (OCMA) is to enrich the lives of a diverse and
changing community through modern and contemporary art. OCMA provides arts education for
the community that both children and adults can enjoy and is the only modern and
contemporary art museum in Newport Beach. This funding will be used for three programs:
Free Fridays, Free family Sundays and Free School Tours, which enable a broader public
audience, families, and students the opportunity to visit the museum.
South Coast Repertory Theater $650
South Coast Repertory Theater (SCR) presents an annual series of Theater for Young
Audiences (TYA). TYA will utilize the grant funds to introduce the vitality and magic of
professional theater to children in the Newport Beach community. This funding will support this
series of professionally produced plays created especially for children. This year's productions
are A Year with Frog and Toad, Pinocchio, and The Light Princess.
Southland Sings $800
The goal of Southland Sings is to continue to provide relevant and responsive programming to
Southern California students, teachers and families. In its 18 -year history, over 7,000 workshops
and performances have been delivered to over one and a half million people. This funding will
help Southland Opera provide 7 performances of Adventures in Song and Story and/or
Operetta! A World Tour! to schools and selected sites within the city limits of Newport Beach.
City Arts Commission $25,000
The City of Newport Beach Arts Commission is dedicated to providing a range of free cultural
programming that enriches the entire community, including children and families. The Arts
Commission sponsors multidisciplinary arts programs funded by the Cultural Arts Grant
Program such as arts lectures, performing arts, and visual art exhibitions in Central Library and
at City Hall. The Arts Commission extends the range of arts programming by providing
additional funding for the annual Concerts on the Green series, Murals Under the Stars and the
annual Newport Beach Art Exhibition.

ENVIRONMENTAL REVIEW:
Staff recommends the City Council find this action is not subject to the California
Environmental Quality Act ("CEQA") pursuant to Sections 15060(c)(2) (the activity will
not result in a direct or reasonably foreseeable indirect physical change in the
environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378)
of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it
has no potential for resulting in physical change to the environment, directly or
indirectly.
NOTICING:
The agenda item has been noticed according to the Brown Act (72 hours in advance of
the meeting at which the City Council considers the item).
