Webb, Public Works Director - 949-644-3311, dawebb@newportbeachca.gov PREPARED BY: Iris Lee, Senior Civil Engineer ilee@newportbeachca.gov PHONE: 949-644-3323 TITLE: 15th Street/Balboa Boulevard Revitalization — Notice of Completion of Contract No. 6341 (Project No. 15R11) ABSTRACT: On December 8, 2015, City Council awarded Contract No. 6341 for the 15th Street/Balboa Boulevard Revitalization project to GMC Engineering (GMC) of Tustin, California. The total contract award was $2,746,402.00 plus $412,000.00 allowance for contingencies. The required work is now complete and staff requests City Council acceptance and close out of the contract. RECOMMENDATION: a) Accept the completed work and authorize the City Clerk to file a Notice of Completion for the project (On December 8, 2015, City Council found this project as exempt from the California Environmental Quality Act (CEQA) pursuant to Sections 15301 and 15303); b) Authorize the City Clerk to release the Labor and Materials Bond 65 days after the Notice of Completion has been recorded in accordance with applicable portions of the Civil Code; and c) Release the Faithful Performance Bond one year after acceptance by the City Council. A summary of this contract's construction cost is as follows: Original bid amount: Actual Cost of Bid Items Constructed: Total Change Orders: Final contract cost: $2,746,402.00 $2,499,942.75 $ 249,413.88 $2,749,356.63 The actual cost of bid items constructed was $246,459.25 less than the original bid amount due to cost savings for the modified tree installation method that was less invasive to the adjacent roadway and the reduced pavement scope -of -work to minimize summer traffic flow impacts. The deleted pavement work will be coordinated in a future improvement phase. The total change order amount was $249,413.88, which was approximately nine percent (9%) of the original contract amount and within the contingency allowance. For the change orders, directed changes that were not part of the original scope, accounted for 60 percent (60%) where a majority was used to enhance adjacent existing City improvements adjacent to Marina Park to deliver a more integrated feel for the area. The balance (40 percent) of the total change order amount was for unforeseen issues from utility conflicts, additional excavation, irrigation and landscape modifications to accommodate existing site conditions and drainage enhancements. A summary of the project schedule is as follows: Estimated Completion Date per Baseline Schedule June 28, 2016 Project Awarded for Construction December 28, 2015 Notice to Proceed January 11, 2016 Contract Completion Date with Approved Extensions July 20, 2016 Actual Substantial Construction Completion Date July 12, 2016 7-2 15th Street/Balboa Boulevard Revitalization Notice of Completion for Contract No. 6341(15R11) September 13, 2016 Page 3 The project was substantially complete as of July 12, 2016. Some miscellaneous close- out items, operation & maintenance turnover, and financial documentation post - substantial completion needed to be finalized prior to the Notice of Completion action. ENVIRONMENTAL REVIEW: On December 8, 2015, City Council found this action exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15301 (Existing Facilities) and Section 15303 (New Construction or Conversion of Small Structures). NOTICING: The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item).
