TITLE: Budget Amendment to Accept a Check from the Friends of the
Newport Beach Library and Appropriate Funds to the Library's
Fiscal Year 2016/2017 Maintenance and Operation Budget
ABSTRACT:
Staff requests approval of a budget amendment to accept a check from the Friends of
the Newport Beach Library to enhance the Library collections and programs.
RECOMMENDATION:
a) Determine that the action is exempt from the California Environmental Quality Act
(CEQA) pursuant to Sections 15060(c)(2) and 15060(c)(3) of the CEQA Guidelines
because it will not result in a physical change to the environment, directly or
indirectly; and
b) Approve Budget Amendment 17BA-007 to increase revenue estimates by $205,000
in Account 0106052-511080 (Friends of the Library Donations) and to increase
expenditure estimates by the same amount in Division 0106052 (Friends of the
Library) and Division 01060604 (Literacy Services).
FUNDING REQUIREMENTS:
The Budget Amendment records and appropriates $205,000 in additional revenue from
a donation made by the Friends of the Library in increased expenditure
appropriations. The revenue will be posted to the Friends of the Library Donations
account in the Library Department, 0106052-511080, and the purchase will be
expensed to the Library Accounts indicated below:

DISCUSSION:
A donation from the Friends of the Newport Beach Public Library for $205,000 is
intended to fund library materials and programs on the Library's Wish List for 2016/2017
and was approved by the Board of Library Trustees.
The Friends mission is to enhance the excellent services that the City already supports.
This gift will augment the Library collections at all locations, in all formats and for all age
groups. This funding of collections will include a commitment of $15,000 for Corona del
Mar's "Opening Day Colleciton". The funds will also sponsor programming for all ages
such as Summer Reading, National Library Week, Imagination Celebration, Young
Adult programs and First Grade Visits.
ENVIRONMENTAL REVIEW:
Staff recommends the City Council find this action is not subject to the California
Environmental Quality Act ("CEQA") pursuant to Sections 15060(c)(2) (the activity will
not result in a direct or reasonably foreseeable indirect physical change in the
environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378)
of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it
has no potential for resulting in physical change to the environment, directly or
indirectly.
NOTICING:
The agenda item has been noticed according to the Brown Act (72 hours in advance of
the meeting at which the City Council considers the item).
