This resolution relaxed some of the water use restrictions from the previous Level Three Water Supply Shortage and set the City water customer's reduction goal to 15 percent. The City reduced overall water consumption in July 2016 by 18.4 percent when compared to July 2013, which brings our cumulative average since June 2015 to 21.9 percent. This report provides an update on City water use reductions, water conservation efforts, and enforcement. RECOMMENDATION: a) Determine that the action is exempt from the California Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) and 15060(c)(3) of the CEQA Guidelines because it will not result in a physical change to the environment, directly or indirectly; and b) Receive and file. FUNDING REQUIREMENTS: There is no fiscal impact related to this item. DISCUSSION - Water Use Reductions The City's overall usage for the month of July was 18.4 percent lower when compared to the same month in 2013. The data for this chart is derived from the customer's bi-monthly water billing use based on meter type. One administrative citation was issued. The table below depicts the number of notices and administrative citations issued since June 2015. This platform will also provide City staff with better analytical tools for monitoring water use, notifying customers of water outages, and providing water conservation and rebate information to our customers. ENVIRONMENTAL REVIEW: Staff recommends the City Council find this action is not subject to the California Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical change in the environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential for resulting in physical change to the environment, directly or indirectly. NOTICING - The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item). ATTACHMENTS: None 22-4
