RECOMMENDATION: a) Determine that the action is exempt from the California Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) and 15060(c)(3) of the CEQA Guidelines because it will not result in a physical change to the environment, directly or indirectly; and b) Approve Budget Amendment No. 17BA--to increase revenue estimates by $185,000 in Account 0106051-511085 (Library Foundation) and to increase expenditure estimates by the same amount in Division 0106051 (Library Foundation) and Division 01060604 (Literacy Services). FUNDING REQUIREMENTS: The Budget Amendment records and appropriates $185,000 in additional revenue from a donation made by the Newport Beach Public Library Foundation in increased expenditure appropriations. Supplies) $ 11,475.00 0106051-841052 (Library Materials) $133,125.00 0106051-811008 (Professional Services) $ 20,000.00 0106051-871002 (Advertising & Public Relations) $ 4,400.00 0106051-911039 (Office Furniture/Fixtures) $ 8,000.00 01060604-711003 (Literacy Part -Time Salaries) $ 3,500.00 01060604-841004 (Programming) $ 500.00 01060604-861001 (Travel & Meetings) $ 500.00 01060604-841007 (Office Supplies) $ 500.00 DISCUSSION: A donation from the Newport Beach Public Library Foundation in the amount of $184,425.00, intending to fund library materials, programs, special equipment and furnishing on the Library's Wish List for 2015/2016, was approved by the Board of Library Trustees on April 20, 2015. A facsimile of the original check is being presented to City Council. The Newport Beach Public Library Foundation funds valuable library resources, programs and cutting-edge Library enhancements that help library customers explore new ideas, improve their lives, and enjoy the opportunities our community has to offer. This gift will augment the Library's electronic collections for use at all locations. The funds will enhance the Library's eBranch with their continued support of Lynda.com, Zinio and additional eBooks. Part of the donation will be used to meet the demands for study areas in the Central Library with new study tables and work space. A large portion of the donation will help to fund an "opening day" collection for the Corona del Mar Branch Library, when the new building is completed. This will give the community fresh, new materials to compliment the new facility. The funding will also be used to support the Library Literacy program. 14-2 Budget Amendment to Accept a Check in the Amount of $185,000 from the Newport Beach Public Library Foundation and Appropriate Funds to the Library's Fiscal Year 2016/2017 Maintenance and Operation Budget September 27, 2016 Page 3 ENVIRONMENTAL REVIEW: Staff recommends the City Council find this action is not subject to the California Environmental Quality Act ("CEQA") pursuant to Sections 15060(c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical change in the environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential for resulting in physical change to the environment, directly or indirectly. NOTICING: The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item).
