TITLE: Cultural Arts Grants, 2016/17
ABSTRACT:
The sum of $40,000 (Cultural and Arts, City Grants Account #01060603-821006) is provided
annually for specific cultural or artistic planning or projects as approved by the City Council.
The City Arts Commission has the responsibility to review all programs and requests for support
from arts groups and make recommendations for funding to the City Council for final approval.
RECOMMENDATION:
The City Arts Commission recommends that City Council:
a) Determine that the action is exempt from the California Environmental Quality Act (CEQA)
pursuant to Sections 15060(c)(2) and 15060(c)(3) of the CEQA Guidelines because it will
not result in a physical change to the environment, directly or indirectly; and
b) Approve the recommended recipients for FY 2016/17 Cultural Arts Grants as selected by
the City Arts Commission in accordance with City Council Policy 1-10 — Financial Support for
Culture and the Arts.
FUNDING REQUIREMENTS:
The current adopted budget includes sufficient funding for this purchase. It will be expensed to
the City Grants account in the Cultural and Arts Department, 01060603-821006.
DISCUSSION:
City Council Policy 1-10 recognizes the importance of promoting culture and the arts within the
City and establishes a Reserve Fund for Culture and Arts. The sum of $40,000 is provided
annually for specific cultural or artistic planning or projects as approved by the City Council.
The City Arts Commission has the responsibility to review all programs and requests for support
from arts groups and make recommendations for funding to the City Council for final approval.

The Commission received grant proposals from nine arts groups for funding support in fiscal
year 2016/17.
Policy 1-10 defines arts groups as those involved in visual, musical, theatre, dance, crafts,
performing and literary activities. The City Arts Commission considers the following in order
of preference for granting support:
1. Local arts groups located within the City of Newport Beach and offering programs to city
residents;
2. Regional arts groups located in Orange County and offering programs to city residents;
and
3. Arts groups located in California and performing or offering programs to city residents.
Groups not offering programs or services to local residents are not eligible for
support from the City.
After careful deliberation, the following recommendations, totaling $40,000, were approved at
the City Arts Commission Meeting held on October 13, 2016:
Backhausdance $4,000
Backhausdance is a professional contemporary dance company based in Orange County.
Their program will consist of a live performance of Backhausdance repertory by company
dancers on the Civic Green. This program will be modeled on successful past programs
designed by Jennifer Backhaus, Artistic Director of Backhausdance and Professor of Dance at
Chapman University, and implemented by the professional dancers of Backhausdance.
Balboa Island Improvement Association (BIIA) $1,000
The Balboa Island Improvement Association proposes to use the grant funding to continue their
series of concerts of live classical and popular music for the general public in Saint John
Vianney Chapel and the Carol Beek Center on Balboa Island.
Balboa Island Museum & Historical Society $1,500
The Balboa Island Museum & Historical Society proposes presenting four lectures, one per
quarter, in the 2017 calendar year at the Newport Beach Public Library. The proposed lectures
include:
It's All About the River (the importance of the Santa Ana River in the formation and
history of Newport Beach) presented by former teacher and local historian Celeste
Dennerline;
Wing Lam (Wahoo's Tacos) and Family: the history of the Lee family and their
remarkable journey from China to Newport Beach;
Arts of the Ancient Mariner presented by leading authority Bill Stewart, who sailed 5,000
miles from the West Indies to the United States on FDR's 165 foot Presidential Yacht
"Potomac";

These events not only educate the public, but also bring awareness to the Museum,
encouraging people to visit, join and learn even more about the history of Newport Beach and
Balboa Island.
Baroque Music Festival $2,500
Founded in 1981, the yearly Baroque Music Festival presents five concerts over eight days in
June. In 2017, the Festival will use the grant funding to hire additional musicians and vocalists
for a large-scale performance of the work of early Italian composers Giovanni Gabrieli and
Claudio Monteverdi.
Festival Ballet Theatre $5,500
Festival Ballet proposes bringing its Ballet to Community program to the Newport Beach Public
Library and Civic Green. Two performances of a narrated version of the Nutcracker are planned
for December 2016 in the Friends Room at the Central Library. In, the spring, the Festival Ballet
will stage an outdoor performance of the classic ballet Don Quixote in the Civic Green.
Newport Beach Film Festival $8,000
The Newport Beach Film Festival proposes a multi -program series covering several days of the
Festival similar to the 2016 Seminar Series. This will be held starting the first weekend of the
Festival and concluding by the Wednesday of the Festival, at location in Newport Beach and
surrounding area. Past seminar topics have included directing, screenwriting, production
design, cinematography, film music composition, animation, documentary filmmaking, editing,
and special effects. The Festival Seminar series attracts a wide variety of people with a strong
representation of students, seniors, film experts, avid fans and novice filmmakers, seasoned
filmmakers, and media.
Orange County Museum of Art $10,000
Orange County Museum of Art (OCMA) proposes to use the grant funds to help ensure that
residents, students, families, and the general public have greater opportunities to engage with
art and have meaningful arts experiences at no cost. OCMA's Community Access initiative
includes three programs: Free Fridays, Free Family Day and Free School Tours. Through
Community Access, OCMA will continue to eliminate financial and logistical barriers to provide
all members of the Newport Beach community with access to modern and contemporary art
education and art programming.
Pacific Symphony $4,500
The Pacific Symphony proposes to use the grant funds for the Class Act Music Education
Program in three Newport Beach city schools. Since 1994, Class Act has filled the growing local
need for quality arts education using the arts as a means to enhance academic achievement
and enrich school communities. Class Act trains and places individual professional Pacific
Symphony musicians into Orange County based schools. Musicians work as teaching artists in
year-long residencies focused on the fundamentals of music through age-appropriate classroom
instruction. Class Act runs from September to June every year with each participating school
forming a team of the principal, teachers, parent coordinators, Symphony musician and school
volunteers. The Symphony creates and provides a Common Core curriculum -based theme,
workshop materials and lesson plans for all schools by September. These materials are
delivered to classroom teachers from September to December during their training workshops
where they learn to integrate music in all areas of learning. Student -centered activities and arts

workshops with Symphony musicians run from January to May. Youth Concerts and Bravo
Assemblies conclude the program in June. Assessments are then conducted and the program
evaluated for future improvements. Evaluation is also conducted by Class Act staff throughout
the year to monitor curricular and implementation goals, and ensure they are being met. Class
Act participants include the entire student bodies of Andersen, Harbor View and Newport Coast
Elementary Schools, as well as teachers, principals, parent coordinators, administrators and
volunteers.
South Coast Repertory Theatre $3,000
South Coast Repertory Theatre has requested funding for their Theatre for Young Audiences
(TYA), an annual series of three professionally produced plays created especially for children.
Initiated by SCR in 2003, TYA extends the range of the theatre's offerings and makes available
to the community original, SCR -commissioned world premieres and existing adaptations of
popular and classic children's literature. As the only professional youth -oriented theatre
company in Orange County, TYA's main purpose is to introduce the vitality and magic of
professional theatre to all Orange County children, especially those in underserved areas. TYA
is also a valuable tool in helping school districts meet the California Department of Education
content standards for the Visual and Performing Arts and English -Language Arts at minimal or
no cost to the schools.

ENVIRONMENTAL REVIEW:
Staff recommends the City Council find this action is not subject to the California Environmental
Quality Act ("CEQA") pursuant to Sections 15060(c)(2) (the activity will not result in a direct or
reasonably foreseeable indirect physical change in the environment) and 15060(c)(3) (the
activity is not a project as defined in Section 15378) of the CEQA Guidelines, California Code of
Regulations, Title 14, Chapter 3, because it has no potential for resulting in physical change to
the environment, directly or indirectly.
NOTICING:
The agenda item has been noticed according to the Brown Act (72 hours in advance of the
meeting at which the City Council considers the item).
