TITLE: Dissolution of the General Plan/Local Coastal Plan Implementation
Committee
ABSTRACT:
With the recent certification of the City's Local Coastal Program, the General Plan/Local Coastal
Plan Implementation Committee (Committee) has successfully completed all of its assigned tasks;
therefore, the City Council may dissolve the Committee.
RECOMMENDATION:
a) Determine that the action is exempt from the California Environmental Quality Act (CEQA)
pursuant to Sections 15060(c)(2) and 15060(c)(3) of the CEQA Guidelines because it will not
result in a physical change to the environment, directly or indirectly; and
b) Adopt Resolution No. 2017-5, A Resolution of the City Council of the City of Newport Beach,
California, Dissolving the General Plan/Local Coastal Plan Implementation Committee.
FUNDING REQUIREMENTS:
There is no fiscal impact related to this item.
DISCUSSION:
On December 12, 2006, the City Council established the Committee by adoption of Resolution
No. 2006-106. The Committee consists of three City Council Members, three members of the
Planning Commission, and one at -large member of the community, and it is charged with
developing a work program and overseeing the progress of the following assignments:
A. Revision of Coastal Land Use Plan
B. Revision of Zoning Code
C. Completion of Local Coastal Program Implementation Plan
D. Study of infrastructure needs associated with development authorized in the General Plan,
and establishment of developer impact fees for infrastructure

E. Revision of City Council policies
F. Revision of Building Code
G. Public participation on above items
H. Any other means of implementing the General Plan that may be assigned to the
Committee by the City Council.
With the certification of the Local Coastal Program this year, the Committee has successfully
completed all of its assignments. Therefore, the City Council may dissolve the Committee with
the acknowledgement and appreciation to all current and past Committee members for all of their
hard work and dedication to the completion of their work program over the past ten years.
ENVIRONMENTAL REVIEW:
Staff recommends the City Council find this action is not subject to the California Environmental
Quality Act (CEQA) pursuant to Sections 15060(c)(2) (the activity will not result in a direct or
reasonably foreseeable indirect physical change in the environment) and 15060(c)(3) (the activity
is not a project as defined in Section 15378) of the CEQA Guidelines, California Code of
Regulations, Title 14, Chapter 3, because it has no potential for resulting in physical change to
the environment, directly or indirectly.
NOTICING:
The agenda item has been noticed according to the Brown Act (72 hours in advance of the
meeting at which the City Council considers the item).

RESOLUTION NO. 2017-
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF NEWPORT BEACH, CALIFORNIA, DISSOLVING THE
GENERAL PLAN/LOCAL COASTAL PROGRAM
IMPLEMENTATION COMMITTEE
WHEREAS, on December 12, 2006, the City Council of the City of Newport
Beach adopted Resolution No. 2006-106 establishing the General Plan/Local Coastal
Program Implementation Committee (Committee);
WHEREAS, the Committee was charged with the tasks of developing a work
program for, and overseeing their progress of, revisions of Coastal Land Use Plan,
Building Code, and Zoning Code, completion of Local Coastal Program Implementation
Plan, and related matters; and
WHEREAS, with the certification of the Local Coastal Program in 2017, the
Committee has successfully completed all of its assignments and can be dissolved with
the appreciation of the City Council to all current and past members.
NOW THEREFORE, the City Council of the City of Newport Beach hereby
resolves as follows:
Section 1: The City Council hereby dissolves the General Plan/Local Coastal
Program Implementation Committee established by Resolution No. 2006-106.
Section 2: The City Council finds this action is not subject to the California
Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) (the activity will not
result in a direct or reasonably foreseeable indirect physical change in the environment)
and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA
Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no
potential for resulting in physical change to the environment, directly or indirectly.
Section 3: The Recitals provided above are true and correct and are
incorporated into the substantive portion of this resolution.
Section 4: If any section, subsection, sentence, clause or phrase of this
resolution is, for any reason, held to be invalid or unconstitutional, such decision shall
not affect the validity or constitutionality of the remaining portions of this resolution. The
City Council hereby declares that it would have passed this resolution, and each
section, subsection, sentence, clause or phrase hereof, irrespective of the fact that any
one or more sections, subsections, sentences, clauses or phrases be declared invalid
or unconstitutional.
Section 5: This resolution shall take effect immediately upon its adoption by the
City council, and the City Clerk shall certify the vote adopting this resolution.
