Webb, Public Works Director — 949-644-3311 dawebb@newportbeachca.gov PREPARED BY: Antony Brine, City Traffic Engineer tbrine@newportbeachca.gov PHONE: 949-644-3329 TITLE: Adopt Resolution for Installation of a Stop Sign on Bay Avenue West at Island Avenue ABSTRACT: Staff is recommending that a STOP sign be installed on Bay Avenue West at Island Avenue on the Balboa Peninsula. RECOMMENDATION: a) Determine that this action is exempt from the California Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical change in the environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378 of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3), because it has no potential for resulting in physical change to the environment, directly or indirectly; and b) Adopt Resolution 2017-12, A Resolution of the City Council of the City of Newport Beach, California, to Post Stop Control on Bay Avenue West at the intersection with Island Avenue. FUNDING REQUIREMENTS: The current adopted budget includes sufficient funding for this purchase. It will be expensed to the Traffic Signage, Striping and Marking account in the Public Works Department, 01201927-980000-17T03. DISCUSSION: The residents in the area around the intersection of Bay Avenue West at Island Avenue have requested the installation of a STOP sign on Bay Avenue West to improve pedestrian and bicycle safety. Near the intersection is the Balboa Branch library, the fire station, a cafe, a grocery market, and a paddle board rental shop. The volume of pedestrians and bicyclists has increased with the opening of new businesses in the area. 6-1 Adopt Resolution for Installation of a Stop Sign on Bay Avenue West at Island Avenue February 14, 2017 Page 2 This segment of Bay Avenue West is one-way westbound. Although the vehicle speeds and volumes do not meet the standard thresholds for installation, a STOP sign at this intersection is supported because it will provide for better control of vehicular right-of-way, and additional safety for bicycles and pedestrians. With the new STOP sign, the intersection will have all -way STOP control. ENVIRONMENTAL REVIEW: Staff recommends the City Council find this action is not subject to the California Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical change in the environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378 of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3), because it has no potential for resulting in physical change to the environment, directly or indirectly. NOTICING: The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item). Bay Avenue West is a one-way street for westbound vehicular travel at this intersection. NOW, THEREFORE, the City Council of the City of Newport Beach hereby resolves as follows: Section 1: The City Council does hereby resolve that all vehicles are required to STOP on Bay Avenue West at the intersection with Island Avenue. The City Traffic Engineer is hereby directed to erect and maintain all necessary signs at the above location. Section 2: The recitals provided in this resolution are true and correct and are incorporated into the operative part of this resolution. Section 3: If any section, subsection, sentence, clause or phrase of this resolution is, for any reason, held to be invalid or unconstitutional, such decision shall not affect the validity or constitutionality of the remaining portions of this resolution. The City Council hereby declares that it would have passed this resolution, and each section, subsection, sentence, clause or phrase hereof, irrespective of the fact that any one or more sections, subsections, sentences, clauses or phrases be declared invalid or unconstitutional. Section 4: The City Council finds the adoption of this resolution is not subject to the California Environmental Quality Act ("GEQA") pursuant to Sections 15060(c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical change in the environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378 of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3), because it has no potential for resulting in physical change to the environment, directly or indirectly. Resolution No. 2017 - Page 2 of 2 Section a: This resolution shall take effect immediately upon its adoption by the City Council, and the City Clerk shall certify the vote adopting the resolution.
