TITLE: Grand Canal Dredging Project — Phase 1 — Notice of Completion of
Contract No. 8171-1 (Project No. 16H12)
ABSTRACT:
On October 11, 2016, City Council awarded Contract No. 8171-1 for the Grand Canal
Dredging Project — Phase 1 to Associated Pacific Constructors, Inc. (APC). The required
work is complete and staff requests City Council acceptance and close out of the contract.
RECOMMENDATION:
a) Accept the completed work and authorize the City Clerk to file a Notice of Completion for
the project. This project was found exempt from the California Environmental Quality Act
(CEQA) pursuant to Class 4 Section 15304 (g) (Maintenance dredging where the spoil is
deposited in a spoil area authorized by all applicable state and federal regulatory
agencies);
b) Authorize the City Clerk to release the Labor and Materials Bond 65 days after the
Notice of Completion has been recorded in accordance with applicable portions of the
Civil Code; and
c) Release Faithful Performance Bond one year after acceptance by the City Council.

Contract No. 8171-1, Grand Canal Dredging — Phase 1 has been completed to the
satisfaction of the Public Works Department. A summary of this contract's construction cost
is as follows:
Original bid amount: $397,000.00
Actual Cost of Bid Items Constructed: $374,995.00
Total Change Orders: $ 4,550.00
Final contract cost: $379,545.00
In June 2016, California Coastal Commission (CC) issued a Condition Compliance
permitting maintenance dredging along the Grand Canal. The portion of the Grand Canal
from South Bay Front to Park Avenue was then dredged in accordance with the Department
of Army Regional General Permit 54, Santa Ana Regional Water Quality Control Board 401
Permit, and the CCC issued Coastal Development Permit 5-14-0200 and Consistency
Certificate CC -0002-15 for dredging, sand replenishment and eelgrass protection. In
agreement with permitted eelgrass protection limitations, additional dredging phases will be
needed to complete the entire Grand Canal dredging.
The final cost of bid items constructed was $374,995.00, which was $22,005.00 less than
the original bid amount. The contract estimated that the contractor would encounter
unsuitable ocean disposal material. Fortunately, all the material dredged was suitable for
ocean disposal. Furthermore, the total dredge amount suitable for ocean disposal was less
than the initial estimate, resulting in the $22,005.00 savings.
Also during construction, a change order was issued totaling $4,550.00 for additional
surveying services in Newport Bay that was approximately 1.1 percent of the original
contract amount and within the contingency allowance.

ENVIRONMENTAL REVIEW:
The Grand Canal Dredging - Phase 1 project was found exempt from the California
Environmental Quality Act (CEQA) pursuant Class 4 Section 15304 (g) (Maintenance
dredging where the spoil is deposited in a spoil area authorized by all applicable state and
federal regulatory agencies).
NOTICING:
The agenda item has been noticed according to the Brown Act (72 hours in advance of the
meeting at which the City Council considers the item).
