TITLE: Appointments to the Water Quality/Coastal Tidelands Management
Committee
ABSTRACT:
On November 27, 2012, the City Council adopted Resolution No. 2012-115 which established
the Water Quality/Coastal Tidelands Management Committee. The terms of the current
members expired on January 22, 2017.
RECOMMENDATION:
a) Determine this action is exempt from the California Environmental Quality Act (CEQA)
pursuant to Sections 15060(c)(2) and 15060(c)(3) of the CEQA Guidelines because this
action will not result in a physical change to the environment, directly or indirectly;
b) Waive the portion of Council Policy A-2 (Board, Commission and Committee Appointments)
which requires two or more applications for each vacant seat;
c) Reappoint Dennis Baker, Louis Denger, Fred Galluccio, Lawrence Houston, and George
Robertson, and appoint Erin Delman to the Water Quality/Coastal Tidelands Management
Committee; and
d) Direct the City Clerk to re -advertise for the last vacant seat on the Water Quality/Coastal
Tidelands Management Committee.
FUNDING REQUIREMENTS:
There is no fiscal impact related to this item.

DISCUSSION:
The purpose of the Water Quality/Coastal Tidelands Management Committee is to improve and
preserve the Newport Beach coastline and Newport Bay as a resource for recreational use and
as healthy habitats.
The Water Quality/Coastal Tidelands Management Committee is comprised of seven members
appointed by the City Council and two non-voting Council Members appointed by the Mayor,
subject to confirmation by the City Council. The Mayor will also appoint one of the two non-voting
Council Members as the Chair and Vice Chair of the committee. The City Council confirmed
Mayor Kevin Muldoon's appointments to the committee of Council Member Diane Dixon (Chair)
and Council Member Jeff Herdman (Vice Chair) at the January 10, 2017 City Council meeting.
The seven members appointed by the City Council would serve a four-year term with a limit of
two consecutive terms. The two non-voting Council Members would each serve a one-year term.
The committee would be subject to the open meeting laws of the Ralph M. Brown Act.
The City Clerk published the Notice of Vacancies in the Daily Pilot on Saturday, January 21, 2017;
and on Wednesday, January 18, 2017, posted the Notice of Vacancies in the City Clerk's Office
and the City Hall bulletin board, and placed the Notice of Vacancies on the City's webpage. The
deadline to submit applications was Monday, January 30, 2017. At the conclusion of the
application period, the City Clerk's Office received six applications (Attachment A).
Staff is recommending that the City Council waive the portion of Council Policy A-2 (Board,
Commission and Committee Appointments) which requires two or more applications for each
vacant seat.
ENVIRONMENTAL REVIEW:
Staff recommends the City Council find this action is not subject to the California Environmental
Quality Act (CEQA) pursuant to Sections 15060(c)(2) (the activity will not result in a direct or
reasonably foreseeable indirect physical change in the environment) and 15060(c)(3) (the activity
is not a project as defined in Section 15378) of the CEQA Guidelines, California Code of
Regulations, Title 14, Chapter 3, because it has no potential for resulting in physical change to
the environment, directly or indirectly.
NOTICING:
The agenda item has been noticed according to the Brown Act (72 hours in advance of the
meeting at which the City Council considers the item).

My passion is water quality and I've worked hard over the years to improve our water quality in the bay, along the beaches, and at the
Santa Ana River mouth. Not listed above is that I'm a Newport Bay Conservancy (NBC) docent in the upper bay (16 years) and past
president of the Newport Bay Naturalists and Friends (nowthe NBC); cofounder and past president of Orange Coast River Park, Inc.;
member of the Wetlands Advisory Group to the Southern California Wetlands Recovery Project (California State Conservancy); and

I want to serve on the Water Quality/Coastal Tidelands Committee or the Environmental Quality Affairs Committee for three reasons.
First, I value community service, as evidenced by my long history of civic experience, and joining an official committee for the City of
Newport Beach represents a pragmatic, tangible, and hands-on way to contribute. Second, I am a geoscientist, and my research as a
Ph.D candidate at UCI renders me particularly qualified to serve effectively on either committee. Much of my past research focused on
water quality and environmental degradation, and my current work examines cost -benefit analyses of various environmental policies. I
am cognizant of the environmental issues unique to Newport Beach, and I am willing to approach them with an open, albeit informed,
mind. Third, I have recently decided that Newport Beach will remain my permanent address, and as I make it "home," I want to meet
other civically engaged neighbors who operate with the success and wellbeing of Newport Beach in mind. Serving on either Committee
would be a privilege, and I would do my best to promote their objectives and serve the community.

I have lived, worked, and recreated in the area since 1960's and raised my three children in Newport Beach. Professionally, I am
responsible for overseeing water quality monitoring and research for the Orange County Sanitation District from Bolsa Chica State Beach
to Crystal Cove State Beach, from the beach to federal waters offshore. I have experience in water quality issues important to the City and
hope that I can be of use in helping the City continue its efforts to protect our local waters.
