Webb, Public Works Director - 949-644-3311, dawebb@newportbeachca.gov PREPARED BY: Alfred Castanon, Civil Engineer, acastanon@newportbeachca.gov PHONE: 949-644-3314 TITLE: Lido Village and West Newport Water Main Replacement — Award of Contract No. 7001-2 (16W14) ABSTRACT: Staff has received construction bids for the Lido Village and West Newport Water Main Replacement Project, and requests City Council's approval to award the construction contract to Paulus Engineering, Inc. RECOMMENDATIONS: a) Find this project exempt from the California Environmental Quality Act pursuant to Sections 15302 (replacement of existing facilities involving negligible expansion of capacity) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential to have a significant effect on the environment; b) Approve the project drawings and specifications; c) Award Contract No. 7001-2 to Paulus Engineering, Inc. for the total bid price of $3,152,928.00, and authorize the Mayor and City Clerk to execute the contract; d) Establish $300,000.00 (approximately 10 percent) contingency amount to cover the cost of unforeseen work not included in the original contract; and e) Approve Budget Amendment No. 17BA-026 appropriating $2,289,353.00 from the unappropriated Water Capital fund balance to Account No. 70201931-980000- 16W14; appropriating $354,684.00 from the unappropriated Wastewater Capital fund balance to Account No. 71201-980000-16W14; and recognizing reimbursement revenue from Lido House, LLC in the amount of $43,390.30 and appropriating $43,390.30 to Account 13501-980000-16W14 for the Lido Village Water Main Replacement project. 13-1 Lido Village and West Newport Water Main Replacement — Award of Contract No. 7001-2 (16W14) February 28, 2017 Page 2 FUNDING REQUIREMENTS: Upon approval of the Budget Amendment, there is sufficient funding for this project. The following funds will be expensed: Account Description Account Number Amount Contribution (Lido House, LLC) 13501-980000-16W14 $ 43,390.30 Water Capital Distribution & Piping 70201931-980000-16W14 $ 3,101,353.70 Wastewater Capital 71201-980000-16W14 $ 354,684.00 3,499,428.00 The Lido Village and West Newport Water Main Replacement project replaces older cast iron water mains identified in the Water Master Plan in and around Lido Village and in West Newport between 32nd Street and West Coast Highway. Portions of the needed funding is available in this fiscal year's Capital Improvement Program budget for Lido Village. Additionally, staff is accelerating the West Newport water main improvements planned for next fiscal year as they now need to be completed earlier to be ahead of approved undergrounding utility districts in and around Balboa Boulevard. Also, included within this project are water main improvements on 32nd Street related to and the responsibility of Lido House Hotel development. These improvements include; 160 feet of new 6 -inch water main, the relocation of an existing fire hydrant, and two water service connections. Staff met and worked with the hotel developer (Lido House, LLC) and all believed it would be best to have these improvements constructed as part of the City's large water main project as construction of their connections as part of the overall water system improvement will minimize impacts to the community as well as the development. In turn, the developer is reimbursing the City for its share of the cost which equates to $43,390.30. In conjunction with the water work, other needed underground sewer work in the area was also designed and included in this project to take advantage of the economy of scale for savings as well as reduce disruption. This includes sewer main improvements on Via Malaga and Via Oporto that address deteriorated sewer mains and manholes. Also, the project picks up and includes a desired water main connection improvement on West Coast Highway that will improve water distribution and increase fire supply flows in that area. Staff recommends establishing $300,000.00 (approximately 10 percent) for contingency purposes to cover the cost of unforeseen conditions associated with construction. 13-2 Lido Village and West Newport Water Main Replacement — Award of Contract No. 7001-2 (16W14) February 28, 2017 Page 3 Proposed uses are as follows: Vendor Paulus Engineering, Inc. Various DISCUSSION: Purpose Construction Contract Construction Contingency Geotechnical Services Printing & Incidentals Total: ME= $ $3,152,928.00 $ 300,000.00 $ 45,000.00 $ 1,500.00 $ 3,499,428.00 At 10 a.m. on February 7, 2017, the City Clerk opened and read the following bids for this project: The low bid amount is 5 percent above the Engineer's Estimate of $3,000,000.00. The increase in cost reflects a current trend of increased construction pricing throughout the public works industry. The low bidder, Paulus Engineering, Inc. possesses a California State Contractors License Classification "A" as required by the project specifications. A check of the contractor's references indicates satisfactory completion of similar projects for the City of Newport Beach and other public agencies. Work necessary to complete this contract consists of removing existing deteriorated cast iron water mains and installing new PVC pipe, valves, fire hydrants, water services, pavement restoration, traffic control and appurtenant work as required by the contract. Project phasing has been developed to minimize impacts to the community. For example, half of the improvements will be constructed prior to June 24, 2017 in order to avoid impacts with the summer traffic. The remaining improvements will be constructed after the Labor Day holiday but ahead of the planned underground utility district work on Balboa Blvd. In addition, working hours have been established to minimize impacts to commuter traffic, which may include some minimal amounts of night work. A detailed schedule is to be prepared by the contractor following award, which can be adjusted to address concerns for businesses and residents in the project area. Pursuant to the contact specifications, the Contractor will have 235 working days to complete the work. 13-3 BIDDER TOTAL BID AMOUNT Low Paulus Engineering, Inc. $3,152,928.00 2nd T.E. NOTICING: The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item).
