Webb, Public Works Director - 949-644-3311, dawebb@newportbeachca.gov PREPARED BY: Peter Tauscher, Senior Civil Engineer, ptauscher@newportbeachca.gov PHONE: 949-644-3316 TITLE: Newport Beach Sand Replenishment Maintenance — Award of Contract No. 8309-1 (17H04) ABSTRACT: Staff has received construction bids for the Newport Beach Sand Replenishment Maintenance project and is requesting City Council approval to award the contract to GCI Construction, Inc. RECOMMENDATIONS: a) Concur with the County of Orange Addendum IP -15-359 as part of Environmental Impact Report No. 583 as the necessary environmental clearances and regulatory permitting for the project; b) Approve the project specifications; c) Award Contract No. 8309-1 to GCI Construction, Inc. (GCI) for the amount of $753,475.00, and authorize the Mayor and City Clerk to execute the contract; and d) Approve Budget Amendment No. 17BA-027 appropriating project savings totaling $414,000.00 from the General Fund Capital unappropriated fund balance to Account No. 01201928-980000-17H04 for Beach / Bay Sand Management. FUNDING REQUIREMENTS: The current Capital Improvement Program only budgeted $500,000 for this sand maintenance project effort based on preliminary estimates of sand needs and availability. To date, $155,000 of this budget has been spent or committed to expenses for design services, surveying, placement and management of beach and bay sand including recent efforts to address erosion near the Balboa Pier. 14-1 Newport Beach Sand Replenishment Maintenance — Award of Contract No. 8309-1 (17H04) February 28, 2017 Page 2 As the sand needs were further defined and quantified through the survey and design efforts, it became apparent that additional funding would be necessary. Upon adoption of the budget amendment appropriating project savings from recently completed capital improvement projects, sufficient funding for this project is available to complete the work. Various DISCUSSION: Purpose Construction Contract Printing & Incidentals Total: Amount 344,475.00 414,000.00 758,475.00 Amount $ 753,475.00 $ 5,000.00 $ 758,475.00 This project consists of sand nourishment and maintenance operations primarily on Balboa Island and China Cove, although other minor erosion and sand maintenance needs within the harbor and peninsula beaches is also included. At 10 a.m. on February 9, 2017, the City Clerk opened and read the following electronic bids for this project: 01§1 C Low GCI Construction, Inc. 2 Wright Construction 3 Post Earthworks Construction, Inc. TOTAL BID AMOUNT $ 753,475.00 $ 781,860.00* $ 793,278.20** *As Read Amount $783,860.00 **As Bid Amount $796,331.10 Ten contractors expressed an interest in bidding this project, and eight of those attended the mandatory pre-bid meeting on January 30, 2017. Three bids were ultimately received for the project. The total low bid amount and associated unit prices submitted by GCI are within the expected price range as compared to recent bids received by the Cities of Huntington Beach and San Clemente for similar beach sand maintenance work. The low bidder, GCI possesses a California State Contractors License Classification "A" as required by the project specifications. A check of the contractor's references indicates satisfactory completion of similar projects for the City of Newport Beach and other public agencies. 14-2 Newport Beach Sand Replenishment Maintenance — Award of Contract No. 8309-1 (171-104) February 28, 2017 Page 3 In addition, the County of Orange is currently dredging approximately 800,000 cubic yards (CY) from the lower Santa Ana River and placing this material within the near shore area along West Newport Beaches. As part of their project, the County also agreed to provide and stockpile up to 50,000 CY of beach sand for the City as part of the September 27, 2016 Council Approved Cooperative Agreement with the City. After review of the City's current needs, permits and budget limitations, only 25,000 CY of sand will be trucked and placed on Balboa Island and China Cove. Additionally, this sand truck and place contract will also be used for minor maintenance activities within West Newport and Balboa Peninsula for moving accumulated beach sands to areas where sand has been lost during this past year's winter storms. Between last year's EI Nino's storms (heavy winds and sea currents) and this year's rain events, significant oceanfront erosion has occurred. As the County's contracts to manage the sand buildup in the lower Santa Ana River most likely will not take place again for at least ten years, staff recommends the City should take full advantage of this opportunity to obtain this beach quality sand made available in their current project. Pursuant to the contract specifications, GCI is allowed 45 consecutive working days to complete. However, due to coordination issues with the County contract and contractor, GCI's planned consecutive working days' schedule may not be possible. Staff will be working with the County and may be adjusting or extending portions of GCI's work to accommodate the County's project schedule. Additionally, due to permitting issues, along with summer crowds, work may not proceed much past middle of May. ENVIRONMENTAL REVIEW: The County of Orange processed Addendum IP -15-359 to its 1989 Environmental Impact Report No. 583 related to this project which was recorded April 29, 2016. The addendum also addressed the City of Newport, San Clemente and Huntington Beach utilizing portions of the LSR sand for beach nourishment in needed City areas. NOTICING: The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item). Notices to residents and businesses will be provided at stand placement areas ahead of the planned work.
