Webb, Public Works Director - 949-644-3311, dawebb@newportbeachca.gov PREPARED BY: Alfred Castanon, Civil Engineer, acastanon@newportbeachca.gov PHONE: 949-644-3314 TITLE: Sewer Main Lining and Repairs Project - Notice of Completion for Contract No. 6363 (Project No. 15S03) ABSTRACT - On June 14, 2016, City Council awarded Contract No. 6363 for construction of the Sewer Main Lining and Repairs Project to Mike Prlich and Sons, Inc. of Baldwin Park, California. The work is now complete and staff requests City Council acceptance and close out of the contract. RECOMMENDATION: a) Accept the completed work and authorize the City Clerk to file a Notice of Completion for the project. (On June 14, 2016, City Council found this project exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15301); b) Authorize the City Clerk to release the Labor and Materials Bond 65 days after the Notice of Completion has been recorded in accordance with applicable portions of the Civil Code; and c) Release the Faithful Performance Bond one year after the acceptance by the City Council. FUNDING REQUIREMENTS: Funds for the construction contract were expensed from the following accounts: Account Description Wastewater Enterprise Account Number 71101-980000-15S03 Total: Amount $524,625.00 $524,625.00 6-1 Sewer Main Lining and Repairs — Notice of Completion for Contract C-6363 February 28, 2017 Page 2 DISCUSSION: Overall Contract Cost/Time Summary Awarded Final Cost at Contingency Actual % Due to % Due to Contract Amount Completion Allowance Contract Directed Unforeseen Change Change Change $588,775.00 $524,625.00 10% or less -10.9% -10.9% - Allowed Contract Time + 40 Actual Time -11 Approved Extensions (days) = Under (-) or Over (+) The work necessary to complete this contract consisted of replacing deteriorated sewer mains by horizontal directional drilling and lining for existing sewer mains on Ford Road, Evening Canyon Road, St. James Place and the Corporate Yard. The contracted work has now been completed to the satisfaction of the Public Works Department. A summary of the construction cost is as follows: Original Bid Amount: Actual Cost of Bid Items Constructed: Total Change Orders: $588,775.00 $524,625.00 $0 Final Contract Cost: $524,625.00 The actual cost of bid items constructed was $64,150 less than the original bid amount due to less replacement of sewer pipe than originally planned, less than expected encounters with unforeseen underground items (such as water and rock), and reduced amount of restoration required (such as wall replacement). The contractor minimized impacts at the project construction sites and thus reduced the amount of restoration payments from those bid items. A summary of the project schedule is as follows: Notice to Proceed for Construction July 5, 2016 Contract Completion Date with Approved Extensions September 21, 2016 Actual Substantial Construction Completion Date August 12, 2016 The project was substantially complete as of August 12, 2016. Due to requests from residents in the Shorecliffs community, sewer lining work was delayed a few weeks in order to accommodate planned events. This work was rescheduled and completed after the Labor Day holiday. Some miscellaneous close-out items and post -substantial completion activities needed to be finalized prior to this Notice of Completion action. 6-2 Sewer Main Lining and Repairs — Notice of Completion for Contract C-6363 February 28, 2017 Page 3 ENVIRONMENTAL REVIEW: At the June 14, 2016 City Council meeting, the project was found to be exempt from the California Environmental Quality Act ("CEQA") pursuant to Section 15301 (for repair, maintenance and minor alteration of existing public facilities with negligible expansion) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential to have a significant effect on the environment. NOTICING: The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item).
