Issues /Concerns:
Visual aesthetics of unmaintained newsracks.

Interfering with ingress and egress to and from
buildings.
Proliferation of individual newsracks along East
Coast Highway = 47 total.
Opportunity to consolidate newsracks into "high
activity areas".

Municipal Code Chapter 5.70
The purpose of the chapter is to promote the public health,
safety, and welfare through the regulation of placement,
appearance, number, size, and servicing of newsracks on
public rights-of-way,
Section 5.70.025 D. states that "Newsracks shall be kept
clean and maintained in good working order at all times,
freshly painted and with unbroken hoods."
