TITLE: Fire Station No. 4 Interior Renovation - Reject All Bids - Contract
No. 8134-1 (16F11)
ABSTRACT:
Staff has received bids for the Fire Station No. 4 Interior Renovation Project. Upon
reviewing the received bids, Staff believes the best course of action is to reject all bids
and re -bid the project at a later time.
RECOMMENDATION:
a) Staff recommends the City Council find this project exempt from the California
Environmental Quality Act (CEQA) pursuant to Section 15302 (Replacement or
Reconstruction) of the CEQA Guidelines, California Code of Regulations, Title 14,
Chapter 3, because it has no potential to have a significant effect on the
environment;
b) Reject all bids received for Contract No. 8134-1; and
c) Direct staff to re -advertise for bids at a later time.
FUNDING REQUIREMENTS:
No fiscal impact.
DISCUSSION:
At 2:00 PM on March 22, 2017, the City Clerk opened and read the following bids for
this project:

Remodeling of Fire Stations was included in this year's Capital Improvement Program
as part of the Facility Maintenance Master Plan. The Fire Station No. 4 Interior
Renovation Project includes the remodeling and replacement of the existing kitchen,
dining room, day room, hallways and storage areas in the Fire Station including
furnishings and fixtures. The Station was last renovated in 1994. Recognizing that the
per square foot cost of this work could be higher than those of larger projects staff
included a 15% small -job premium in the $85,000 to $95,000 engineer's estimate.
Additionally, the bidding period for this project was extended two weeks for a total of five
weeks to encourage contractor participation.
However, the City received only two bids, with the low bid being substantially higher
than the engineer's estimate. Additionally, the low bidder indicated on the submitted bid
forms that their personnel did not visit the job site to familiarize themselves with the
required work prior to submitting its bid. With these revelations, it is recommended that
the City Council reject all bids and direct staff to re -advertise the project at a later time.
The current economy and the marketplace for contractors performing small public
prevailing wage facility projects is limited. This coupled with the premium pricing is
challenging for project delivery.
ENVIRONMENTAL REVIEW:
The Project consists of the renovation of the existing kitchen, day room and the second
floor corridor. As such, Staff recommends the City Council find this project exempt from
the California Environmental Quality Act (CEQA) pursuant to Section 15302
(Replacement or Reconstruction) of the CEQA Guidelines, California Code of
Regulations, Title 14, Chapter 3, because it has no potential to have a significant effect
on the environment.
NOTICING:
The agenda item has been noticed according to the Brown Act (72 hours in advance of
the meeting at which the City Council considers the item).
