The following comments on items on the Newport Beach City Council agenda are submitted by:

Item 14. Changing the Name of "Balboa Island Park" to "Ralph
Rodheim Park" to Honor the Former Resident
1. Please see my written comments on Item 13 ("Changing the Name of "Ensign View Park" to
"John Wayne Park" to Honor the Former Resident")
2. As there, I feel it is unwise to deviate from the established City policy of not naming parks
after people, especially without a recommendation based on the Charter -required public
discussion before the City's Parks, Beaches and Recreation Commission.
3. In the case of Item 13, the speed needed to accommodate the Mayor's wish to complete the
renaming by May 26 may have led to some unfortunate short-circuiting by City staff of the
normal Charter protocol. But in the present case, I am unaware of any circumstance that
could justify not seeking a recommendation from PB&R before the Council acts on this.
4. For that reason, I suggest the matter be routed through PB&R before the Council takes any
action on it.
