SUBJECT: COMMUNITY YOUTH CENTER ROOF REHABILITATION PROJECT —
COMPLETION AND ACCEPTANCE OF CONTRACT NO. 4195
Recommendations:
1. Accept the completed work and authorize the City Clerk to file a Notice of
Completion.
2. Authorize the City Clerk to release the Labor and Materials bond 35 days after
the Notice of Completion has been recorded in accordance with applicable
portions of the Civil Code.
3. Release the Faithful Performance Bond one year after Council acceptance.

Discussion:
On August 11, 2009, City Council authorized the award of Community Youth Center
Roof Rehabilitation Project to Western States Roofing Systems, Inc. The contract
provided for roof rehabilitation as one of the final items in the refurbishment of the
Community Youth Center, which included:
• Disposing of roof mastic by state certified asbestos contractor;
• Removing and disposing of existing roofing and skylights;
• Repairing the existing roof structure;
• Installing tubular daylighting devices; and
• Installing a new roofing system.

The contract has now been completed to the satisfaction of the Public Works
Department. A summary of the contract cost is as follows:
Original bid amount:
$74,650.00
Actual cost of bid items constructed: $72,894.00
Total change orders: $1,251.20
Final contract cost: $74,145.20
The final overall construction cost, including one credit and one change order, was
approximately 1% percent below the original bid amount. The credit was for removing
and replacing less damaged wood framing materials than expected, resulting in a
savings of $2,756.00. The one change order was issued for the contractor to replace
the galvanized steel coping specified on the contract drawings with copper coping to
match the recently completed building improvements.

Environmental Review:
This project is exempt from the California Environmental Quality Act (CEQA) pursuant to
Section 15301 Class 1 (c), of the CEQA Implementing Guidelines. This exemption covers
the maintenance and alteration of existing public facilities with negligible expansion of the
facilities in areas that are not environmentally sensitive.
Public Notice:
The Notice Inviting Bids was advertised in the City's official publication and in
construction industry publications.
