The program is funded in part by donations and fundraising efforts. These funds are deposited in a special purpose deposit account that holds income from fundraising and donations for the Literacy program. The funds need to be allocated into expenditure accounts for the continued operations of the Literacy Program. RECOMMENDATION: a) Determine that the action is exempt from the California Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) and 15060(c)(3) of the CEQA Guidelines because it will not result in a physical change to the environment, directly or indirectly; and b) Approve Budget Amendment No. 17BA-034 to appropriate $40,000 from the 017-241027 special purpose deposit account to increase revenues in the Literacy Events revenue account, 01060005-521660, by the same amount and increase expenditures in the Literacy accounts indicated below. Increase expenditure accounts: 01060604-711003 $12,000 Salary part-time 01060604-721002 $ 7,600 CAF Allowance part-time 01060604-722001 $ 1,500 PERS 01060604-841004 $18,900 Programming 14-1 Budget Amendment for Library Literacy Program May 9, 2017 Page 2 FUNDING REQUIREMENTS: The Budget Amendment records and appropriates $40,000 in increased expenditure appropriations from the Special Purpose Deposit account's unappropriated fund balance. DISCUSSION: The Library Literacy program is partially funded by the City's general fund and partially funded through grants, donations and fundraising efforts. The Library Literacy Board/Newport Mesa ProLiteracy solicits donations and raises funds to enable the Library to offer one-on-one tutoring and small group classes to customers with low literacy skills. These services are currently supporting over one hundred learner/tutor pairs and are making a significant difference in the lives of the participants, both learners and volunteers. The group just completed their tenth annual Gift of Literacy fundraising luncheon to help achieve this goal. With the approval of the recommended Budget Amendment, the Library Literacy program will have the necessary funds in the expenditure accounts to complete another successful year. ENVIRONMENTAL REVIEW: Staff recommends the City Council find this action is not subject to the California Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical change in the environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential for resulting in physical change to the environment, directly or indirectly. NOTICING - The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item).
