Webb, Public Works Director - 949-644-3311, dawebb@newportbeachca.gov PREPARED BY: Patrick Arciniega, Senior Civil Engineer, parciniega@newportbeachca.gov PHONE: 949-644-3347 TITLE: Median Landscape Turf Replacement - Award of Contract No. 8151-1 (161-02) ABSTRACT: Staff received acceptable construction bids for Median Landscape Turf Replacement Project, which will replace the existing median turf with California friendly drought tolerant plants in San Joaquin Hills Road and San Miguel Road, and requests City Council's approval to award the construction contract to Diversified Landscape Management. RECOMMENDATIONS: a) Find this project exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15302(c) (reconstruction of existing facility involving negligible or no expansion of capacity) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential to have a significant effect on the environment; b) Approve the project drawings and specifications; c) Award Contract No. 8151-1 to Diversified Landscape Management for the total bid price of $435,467.81, and authorize the Mayor and City Clerk to execute the contract; and d) Establish $45,000.00 (approximately 10 percent) contingency amount to cover the cost of unforeseen work not included in the original contract. 6-1 Median Landscape Turf Replacement — Award of Contract No. 8151-1 (161-02) June 13, 2017 Page 2 FUNDING REQUIREMENTS: There is sufficient funding for this project. The low bidder, Diversified Landscape Management, possesses a California State Contractors License Classification "A" as required by the project specifications. A check of the contractor's references indicates satisfactory completion of similar projects for the City of Newport Beach and other public agencies. During the recent drought, regulations were enacted prohibiting use of potable water to irrigate medians planted with grass. This project will remove the existing turf grass and replace it with California friendly plants. Public notices and construction work is expected to begin mid-June with the approval of the construction contract. Construction completion is scheduled for fall 2017. At Council meeting May 23, 2017 Council decided to continue this item for further analysis. To achieve that analysis, staff discussed project scope, plant palette, and budget with Council Members Brad Avery, Jeff Herdman and Scott Peotter. Following the discussion, the Council members were more supportive of the scope and budget for this project, and were inclined to recommend that their colleagues consider awarding this contract at the June 13, 2017 Council meeting. ENVIRONMENTAL REVIEW: Staff recommends the City Council find this project exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15302(c) (reconstruction of existing facility involving negligible or no expansion of capacity) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential to have a significant effect on the environment. NOTICING - The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item).
