Webb, Public Works Director - 949-644-3311, dawebb@newportbeachca.gov PREPARED BY: Peter Tauscher, Senior Civil Engineer ptauscher@newportbeachca.gov PHONE: 949-644-3316 TITLE: Police Headquarters and Fire Station #3 Roofing Project — Notice of Completion of Contract No. 8211-1 (Project No. 17F02) ABSTRACT: On October 25, 2016, City Council awarded Contract No. 8211-1 for Police Headquarters and Fire Station #3 Roofing Project to The Garland Company, Inc. (Garland). The contract award was $944,703.00 plus a $93,997.00 allowance for unforeseen contingencies. The required work is now complete and staff requests City Council acceptance and close out of the contract. RECOMMENDATION: a) Accept the completed work and authorize the City Clerk to file a Notice of Completion for the project. On October 25, 2016, the City Council found this project exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15302(c); b) Authorize the City Clerk to release the Labor and Materials Bond 65 days after the Notice of Completion has been recorded in accordance with applicable portions of the Civil Code; and b) Release Faithful Performance Bond one (1) year after acceptance by the City Council. FUNDING REQUIREMENTS: Funds for the construction contract were expensed from the following account: Account Description Account Number Amount Facilities Maintenance Master Plan 57101-980000-17F02 $ 971,454.07 Total: $ 971,454.07 4-1 Police Headquarters and Fire Station #3 Roofing Project — Notice of Completion of Contract No. 8211-1 (Project No. 171`02) July 11, 2017 Page 2 DISCUSSION: The Facilities Maintenance Master Plan (FMMP) provides a plan and schedule for capital maintenance needs for City facilities. Both the Police Headquarters and Fire Station #3 roofs were identified for replacement by the FMMP as they were installed 40 years ago and at the end of their serviceable lives. Staff combined these two locations into one contract, taking advantage of economic scale and mobilization cost reductions to obtain additional overall savings The work at the Police facility was very labor intensive and included relocating thirty-one large roof -top air conditioning units that mounted to the roofing system repositioning platforms, installing utility lines, removing and reinstalling wind screens and equipment connections, and other work that is not typical of a roofing job. The work at Fire Station #3 included re -profiling to produce positive drainage. The roofing systems are warrantied for a 30 -year period. A summary of this contract's construction cost is as follows: Original Bid Amount: $944,703.00 Actual Cost of Bid Items Constructed: $944,703.00 Total Change Orders: $ 26,751.07 Final Contract Cost: $971,454.07 Three change orders totaling $26,751.07, which amounted to 2.8 percent of the original contract amount and within the contingency allowance, were issued. The change orders included emergency repairs at the City -owned Galley Cafe, following a winter storm, replacing seven roof drains at police headquarters, and installing a 3 -inch roof drain at Fire Station #3 to eliminate reoccurring flooding at the station. ENVIRONMENTAL REVIEW: On October 25, 2016, City Council found this action exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15302(c) (replacement or reconstruction of existing utility systems and/or facilities involving negligible or no expansion of capacity). 4-2 Police Headquarters and Fire Station #3 Roofing Project — Notice of Completion of Contract No. 8211-1 (Project No. 17F02) July 11, 2017 Page 3 NOTICING: The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item).
