RECORDING OF CITY COUNCIL MEETINGS /STUDY SESSION
A. All regular meetings of the City Council (study session and evening
session) shall be tape recorded. 'Open and public meetings of other
legislative bodies of the City of Newport Beach may be tape recorded
upon request of the chairperson br pursuant to any procedural rule or by
law adopted by the legislative; =body. The term legislative body shall be
defined as specified in § 54952/of the Government Code.
B. Any person attending an ophn and public meeting of any legislative body
of the City of Newport Beach shall have the right to record the
proceedings with an auOo or video tape recorder or a still or motion
picture camera unless /the legislative body determines based upon
evidence in findings mAde by the chairperson, that continued recording
would create noise, illumination or view obstruction problems that are
disrupting or would disrupt, the proceedings. The chairperson of any
legislative body may impose conditions on any recordation, which, in the
absence of the cond' ions, would disrupt the proceedings.
C. Any tape or film ord of any open and public meeting made by or at the
direction of the ity of Newport Beach shall be subject to inspection
pursuant to th Government Public Records Act (§ 6250 of the
Government Co e). Notwithstanding the provisions of §34040 of the
Government Co e, any tape or film record of any open or public meeting
of a legislat body of the City of Newport Beach may be erased or
destroyed days after the taping or recordation. Any person may
inspect a vid or a tape recording without charge on a recorder made
available by . e City of Newport Beach.
