The LCP amendment will be fully effective upon filing of the notice of the Commission's certification with the Secretary of the Resources Agency as provided by Public Resources Code Section 21080.5(d)(2)(v). LCP Amendment No. 2-17, which was submitted pursuant to City Council Resolution 2016-124, amends the Local Coastal Program's Coastal Land Use Plan (CLUP) land use designation from Public Facilities (PF) to Mixed Use Horizontal (MU -H1) and changes the Implementation Plan (IP) zoning from Public Facilities (PF) to Mixed -Use Mariners' Mile (MU -MM) for the property located at 191 Riverside Avenue. The Executive Director determined that the LCP Amendment was Major and the Commission approved the amendment following a public hearing. Pursuant to Coastal Act Section 30514(b), the City may submit no more than three Major LCP Amendments in any calendar year. LCP Amendment No. 2-17 was the second Major LCP Amendment submitted in 2017; therefore the City may submit one additional Major LCP Amendment request in 2017.
