TITLE: Budget Amendment to Accept a Check from the Newport Beach
Public Library Foundation and Appropriate Funds to the Library's
Fiscal Year 2017/2018 Maintenance and Operation Budget
ABSTRACT:
Staff requests approval of a budget amendment to accept a check from the Newport
Beach Public Library Foundation to enhance the Library collections, programs and
technology.
RECOMMENDATION:
a) Determine that the action is exempt from the California Environmental Quality Act
(CEQA) pursuant to Sections 15060(c)(2) and 15060(c)(3) of the CEQA Guidelines
because it will not result in a physical change to the environment, directly or indirectly;
and
b) Approve Budget Amendment No. 18BA-005 to increase revenue estimates by
$155,025 in Account 0106051-511085 (Library Foundation Donations) and to
increase expenditure estimates by the same amount in Division 0106051 (Library
Foundation) and Division 01060604 (Literacy Services).
FUNDING REQUIREMENTS:
The Budget Amendment records and appropriates $155,025 in increased expenditure
appropriations to the following accounts.

DISCUSSION:
A donation from the Newport Beach Public Library Foundation for $155,025 is intended
to fund library materials, programs, special equipment and furnishings on the Library's
Wish List for 2017/2018, and was approved by the Board of Library Trustees on April 20,
2017.
The Newport Beach Public Library Foundation funds valuable Library resources,
programs and cutting-edge Library enhancements that help customers explore new
ideas, improve their lives and enjoy the opportunities our community has to offer. The
funds will enhance the Library's electronic collections, including a renewed subscription
to the Lynda.com and a continuation of the digitizing and indexing of the local newspapers
for easy access. Part of the donation will be used to update shelving and display units at
the Mariners and Balboa Branches to accommodate the most popular collections as well
as additional children's literacy workstations. This funding will also include a commitment
of $5,000 to support the Library's Adult Literacy program.
ENVIRONMENTAL REVIEW:
Staff recommends the City Council find this action is not subject to the California
Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) (the activity will not
result in a direct or reasonably foreseeable indirect physical change in the environment)
and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA
Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no
potential for resulting in physical change to the environment, directly or indirectly.
NOTICING:
The agenda item has been noticed according to the Brown Act (72 hours in advance of
the meeting at which the City Council considers the item).
