Upon receiving the bids, staff recommends that City Council reject all bids and re -bid the project at a later time. RECOMMENDATION: a) Find this project exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15333 (Small Habitat Restoration Projects) of the CEQA Guidelines, because it has no potential to have a significant effect on the environment, b) Reject all bids received for Contract No. 8046-1; and c) Direct staff to re -advertise for bids at a later time. FUNDING REQUIREMENTS: No fiscal impact niSCiiSSinm- At 10 a.m. on September 6, 2017, the City Clerk opened and read the following bids for this project: 8-1 BIDDER TOTAL BID AMOUNT Low ABNY General Engineering Inc. $319,932.50 2nd Wright Construction Engineering Corp. $320,024.80 3rd GCI Construction Inc. $395,317.62 4th Jeremy Harris Construction $398,610.70 5th Aramexx Construction $427,655.00 6th Access Pacific Inc. $483,822.56 7th Beador Construction Company Inc. $540,300.00 8-1 Bayview Heights Drainage Project — Reject All Bids — Contract No. 8046-1 (15X11) October 10, 2017 Page 2 This project was included in this year's Capital Improvement Program, and consists of installing a 520 linear foot new 24 -inch reinforced concrete pipe below grade to convey storm flows to a lower basin for energy dissipation and water quality improvement. The eroded areas will be filled and the hillside slope revegetated to provide protection from future erosion. The upstream improvements will occur between two residential properties (2600 and 2612 Mesa Drive) and the lower improvements on County of Orange and State of California property. Regulatory agencies have issued permits for the project, including approval of the Coastal Development Permit by the California Coastal Commission on July 13, 2017. However, the property easements and construction access easement from the County of Orange have not been approved and finalized as expected during the bid period. In addition, staff is considering material and construction method changes which may provide additional cost savings. Staff recommends that the City Council reject all bids and direct staff to re -advertise the project at a later time. NOTICING: The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item).
