How are other cities addressing this issue? 6.Questions and comments What are Drones? � Per the Federal Aviation Administration (FAA), a small UAS or drone is: "An unmanned aircraft system is an unmanned 14 aircraft and the equipment necessary for the safe and efficient operation of that aircraft. An unmanned aircraft is a component of a UAS. It is defined by statute as an aircraft that is operated without the possibility of direct human intervention from within o on the aircraft (Public Law 112-95, Section 331(8)). Recreational Flight y • Flying for fun Flying as a Recreational Pilot-,, � The FAA defines Recreational flight as: "Recreational or hobby UAS use is flying for qu enjoyment and not for work, business purposes, or for compensation or hire. In the FAA's Interpretation of the Special Rule for Model Aircraft, the FAA relied on the ordinary, dictionary definition of these terms. UAS use for hobby is a "pursuit outside one's regula occupation engaged in especially for relaxation." (2) For purposes of this subdivision, a person shall include a person, regardless of his or her location, wh operates or uses an unmanned aerial vehicle, remote piloted aircraft, or drone that is at the scene of an emergency. No person shall use any property zoned or utilized for a residential use, public property or public facility for the purpose of staging, shooting, making, capturing, taking or recording of images for any commercial or business purpose without first applying for and receiving a permit from the City Manager or Film Liaison.
